H. considérant que seul un processus politique ouvert à toutes les parties, fondé sur le consensus et l'appropriation commune ainsi que sur un véritable dialogue national avec la participation significative de toutes les forces politiques démocratiques, permettra de mettre fin aux divisions politiques et sociales actuelles, de créer une démocratie solide et durable en Égypte et de permettre les réformes économiques nécessaires ainsi que la gouvernance; considérant que l'Union européenne reste prête à conclure un partenariat avec l'Égypte pour appuyer la transition démocratique; considérant que la stabilité et la reprise économique vont de pair avec les réformes;
H. whereas an inclusive political process based on consensus, joint ownership and a genuine national dialogue with meaningful participation of all democratic political forces is the only way to overcome the current political and social divisions, to build deep and sustainable democracy in Egypt and to allow for necessary economic reform and governance; whereas the European Union remains ready to engage in a partnership with Egypt to support the democratic transition; whereas stability and economic recovery go hand in hand with reform;

E. considérant que le référendum qui a eu lieu en décembre 2012, avec une participation électorale de 32,9 %, a adopté une nouvelle constitution pour l'Égypte; considérant que l'absence d'ouverture à tous et de transparence du processus constitutionnel et l'adoption anticipée de la nouvelle constitution ont encore approfondi les divisions internes au sein de la société égyptienne; considérant qu'il y a de grandes inquiétudes, tant en Égypte qu'au-delà, quant à divers articles de la nouvelle constitution qui vont à l'encontre des engagements internationaux de l'Égypte en matière de droits de l'homme - notamment ce qui concerne la liberté de religion, la liberté de réunion, la liberté d'expression, les droits des femmes, la séparation des pouvoirs, l'indépendance du système judiciaire - tout en préservant le rôle des tribunaux militaires;
E. whereas the referendum held in December 2012 , with a voter turnout of 32,9 %, adopted a new constitution for Egypt; whereas the lack of inclusiveness and transparency of the constitutional process, and the anticipated adoption of the new constitution, further deepened internal divisions within Egyptian society; whereas there has been widespread concern, both in Egypt and beyond, about various articles of the new constitution that run counter to Egypt’s international human rights commitment – notably with regards to freedom of religion, freedom of assembly, freedom of expression, women’s rights, the separation of powers, the independence of the judiciary – while preserving the role of military courts;
