TRADUCTIONS EN CONTEXTE

26. déplore le rejet de la demande d'adhésion du Kosovo à l'UNESCO, due notamment à l'obstruction active de la Serbie, qui contredit son engagement à entretenir de bonnes relations de voisinage, mais aussi à l'absence d'unanimité parmi les États membres; salue l'adoption de la loi visant à protéger le patrimoine historique de Prizren et appelle de ses vœux sa mise en œuvre intégrale, tout en rappelant que ce patrimoine est menacé par les constructions illégales, qui se multiplient; se félicite de ce que plusieurs sites du patrimoine culturel et religieux serbe, malheureusement détruits en 2004, aient été rénovés, comme la cathédrale orthodoxe, et appelle à la poursuite de la rénovation du patrimoine religieux et culturel serbe; presse, à cet égard, les parties concernées, notamment les autorités kosovares, le gouvernement serbe, la communauté serbe du Kosovo et l'Église orthodoxe serbe, de trouver un système acceptable de promotion, de protection et de conservation du patrimoine culturel et religieux du Kosovo, qui devrait être traité comme un patrimoine européen commun; se félicite de ce que la constitution du Kosovo consacre la détermination de celui-ci à préserver et protéger son patrimoine culturel et religieux et demande que davantage d'efforts soient déployés pour protéger les droits des différentes minorités religieuses; souligne que l'adhésion aux organisations et aux mécanismes internationaux et régionaux devrait figurer parmi les priorités du Kosovo; rappelle à cet égard la nécessité de respecter l'accord conclu dans le domaine de la coopération régionale; estime que la mise en place de l'Office régional de coopération pour la jeunesse des Balkans occidentaux (dans le cadre du processus de Berlin), qui est activement promu par de nombreux acteurs, apportera des résultats positifs, en particulier pour les relations entre les jeunes de Serbie et du Kosovo;
26. Deplores the rejection of Kosovo’s application for UNESCO membership, due also to active obstruction by Serbia – contradicting its commitment to developing good‑neighbourly relations – but also due to a lack of unanimity among member states; welcomes the adoption of the law protecting the historical heritage of Prizren and calls for its full implementation, but points out, nonetheless, the threats posed to the city’s heritage by widespread illegal building; welcomes the fact that several Serb religious and cultural heritage sites regrettably destroyed in 2004 have been renovated, such as the Orthodox cathedral, and calls for continuing renovation of Serbian religious and cultural heritage; calls, in this connection, on the interested parties, including the Kosovo authorities, the Serbian Government, the Serbian community in Kosovo and the Serbian Orthodox Church, to find a system for the promotion, protection and conservation of Kosovo’s cultural and religious heritage, which should be treated as common European heritage; welcomes the fact that the Kosovo constitution enshrines Kosovo’s commitment to the preservation and protection of its cultural and religious heritage, and calls for further efforts to protect the rights of all religious minorities; underlines the fact that joining international and regional organisations and mechanisms should be a priority for Kosovo; recalls, in this context, the importance of complying with the agreement reached on regional cooperation; believes that the establishment of the Regional Youth Cooperation Office of the Western Balkans (in the framework of the Berlin Process), which is being actively promoted by many, will bring positive results, in particular as regards relations between the young people of Serbia and Kosovo;

48. salue l'adoption d'une législation pertinente sur la protection et la promotion des communautés et du patrimoine religieux et culturel ainsi que la prise en charge réussie par le Kosovo de la sécurité de la plupart des sites religieux et culturels de Église orthodoxe serbe; se félicite en particulier, à cet égard, de la création d'une unité spéciale, au sein de la police kosovare, qui se consacrera spécifiquement à cette tâche; demande la poursuite de la mise en œuvre de la législation pertinente, notamment au travers de la loi sur les communautés; déplore le refus opposé par les autorités kosovares de laisser le Président serbe Tomislav Nikolic visiter le Kosovo et assister aux célébrations du Noël orthodoxe à Gracanica; se félicite à cet égard de la rencontre entre le président serbe, M. Nikolić, et la présidente kosovare, M Jahjaga, qui a eu lieu à Bruxelles le 6 février 2013 dans une ambiance ouverte et constructive sous les auspices de la vice-présidente/haute représentante M Ashton, dans le cadre des efforts visant à normaliser les relations entre les deux parties;
48. Welcomes the adoption of relevant legislation for the protection and promotion of communities and of the religious and cultural heritage, and the successful taking-over of responsibility by Kosovo for the security of most cultural and religious sites of the Serbian Orthodox Church; particularly welcomes, in this connection, the creation of a special unit within the Kosovo police that will be exclusively dedicated to this task; calls for further implementation of the relevant legislation, particularly the Law on Communities; deplores the Kosovo authorities’ refusal to let Serbian President Tomislav Nikolic visit Kosovo and attend the Orthodox Christmas celebration in Gracanica; welcomes, in this respect, the meeting between Serbian President Nikolic and Kosovo President Jahjaga that took place in Brussels on 6 February 2013 in an open and constructive atmosphere under the auspices of Vice-President/High Representative Catherine Ashton, in the context of the efforts to normalise relations between the two sides;

40. salue l'engagement du Monténégro et de la Serbie de normaliser leurs relations bilatérales; engage les dirigeants politiques et religieux des deux pays à continuer d'améliorer l'environnement du dialogue interethnique et interreligieux en vue de conclure un accord régissant le statut de l'église orthodoxe serbe au Monténégro; demande à la Commission de se montrer attentive, parallèlement aux négociations d'adhésion, aux relations entre l'Église orthodoxe monténégrine et l'Église orthodoxe serbe, étant donné que de meilleures relations entre ces deux églises et leurs communautés actives dans le pays auraient des répercussions positives sur le climat politique au Monténégro;
40. Welcomes the commitment of both Montenegro and Serbia to placing bilateral relations on a sounder footing; encourages political and religious leaders in both countries to continue to improve the climate of inter-ethnic and inter-religious dialogue with a view to reaching an agreement regulating the position of the Serbian Orthodox Church in Montenegro; calls on the Commission to pay attention, in parallel with the accession negotiations, to the relations between the Montenegrin Orthodox Church and the Serbian Orthodox Church, as improved relations between the two churches and communities active in the country would positively affect the political climate in Montenegro;
