Supports the Commission’s recommendations to streamline the use of existing instruments and channels (such as the default use of the Europol channel and the creation of national integrated Single Point of Contacts) and to improve training and awareness on cross-border information exchange; is disappointed, however, that the Commission did not provide for a more ambitious, future-oriented vision, as was called for in the Stockholm Programme and the Internal Security Strategy, that could be a starting point for a political debate on how to shape and to optimise law enforcement data sharing in the EU, while guaranteeing a robust level of data protection and privacy; strongly encourages the Commission to come forward with this vision, setting a well-tailored framework for EU law enforcement information exchange based on principles such as necessity, quality, proportionality, efficiency and accountability and including a proper assessment of the availability principle and the concept of cross-matching;

In particular, regrets that the G20 did not confirm the end of banking secrecy, which is used as a shield for tax evaders; stresses also that instead of banking secrecy, automatic information exchanges should occur in all circumstances, including between all EU countries and dependent territories; supports the Commission proposal to introduce automatic information exchange as a rule for administrative cooperation in the field of taxation; calls for the Commission to be given a greater role in designing the EU strategy against tax havens at a global level;

The application shall specify, in supplying the information required under Article 5(3)(c) and Article 17(3)(c) of Regulation (EC) No 1829/2003, whether the information included in the application may be notified as such to the biosafety clearing house under the Cartagena Protocol on Biosafety to the Convention on Biological Diversity (the Cartagena Protocol) approved by Council Decision 2002/628/EC(3).

At the European Council’s request, the Commission presented in 2005 a proposal for an instrument regulating the exchange of information under the principle of availability.[34] Instead of endorsing this proposal, the Council adopted in 2006 the Swedish initiative , which streamlines the sharing between Member States of any existing information or criminal intelligence that might be necessary for a criminal investigation or criminal intelligence operation.[35] This instrument is rooted in the policy principle of ‘equivalent access,’ according to which the conditions applicable to cross-border data exchange should be no stricter than those regulating domestic access.

Approves the Commission's proposal to set up a harmonised statistical information system in view of a "benchmarking" of innovation in industry, services and SMEs; stresses however that such a system is also needed for a precise benchmarking of innovation policies in Member States and other developed countries in order to define best practices and to establish clear and quantified objectives; considers that in view of such a monitoring and comparative analysis of public policies a simple exchange of experience is largely insufficient and that statistically significant, geographically comparable indicators measuring the impact of innovation policies and infrastructures and a permanent assessment of our policies' ability to foster innovation need to be elaborated; calls on the Commission to set up a quantitative information system ("tell-tale system") which will enable the Community and the Member States to set precise and quantified objectives and to ascertain at any time the degree to which they have been fulfilled;
