The examination procedure should be used for the adoption of a common leaflet on Dublin/Eurodac, as well as a specific leaflet for unaccompanied minors; of a standard form for the exchange of relevant information on unaccompanied minors; of uniform conditions for the consultation and exchange of information on minors and dependent persons; of uniform conditions on the preparation and submission of take charge and take back requests; of two lists of relevant elements of proof and circumstantial evidence, and the periodical revision thereof; of a laissez passer; of uniform conditions for the consultation and exchange of information regarding transfers; of a standard form for the exchange of data before a transfer; of a common health certificate; of uniform conditions and practical arrangements for the exchange of information on a person’s health data before a transfer, and of secure electronic transmission channels for the transmission of requests.

X. considérant que l'échange d'expériences et de meilleures pratiques entre les États membres est crucial pour la compréhension des mécanismes nationaux d'application du droit de l'Union et des obstacles qui subsistent sur le marché unique; considérant que les États membres devraient échanger des informations entre eux et avec la Commission avant la transposition afin de garantir qu'elle soit correcte et d'éviter la fragmentation du marché intérieur; considérant que le contrôle de l'application du droit de l'Union est l'une des principales compétences de la Commission et de ses fonctionnaires; considérant qu'afin de respecter son engagement à aider les États membres à transposer et à mettre en œuvre la législation de l'Union, la Commission pourrait engager et coordonner un réseau de fonctionnaires chargés de la mise en œuvre de tous les nouveaux textes législatifs de l'Union au-delà de SOLVIT, offrant ainsi une plate-forme d'échange et d'examen par les pairs pour une coopération étroite avec les États membres, afin d'améliorer la qualité globale de la mise en œuvre et de résoudre les problèmes que rencontrent les États membres à ce niveau; considérant que l'échange de fonctionnaires nationaux chargés de la mise en œuvre du droit de l'Union entre les États membres, afin de favoriser la circulation de l'information et les meilleures pratiques, devrait être encouragé;
X. whereas the exchange of experience and best practice between Member States is crucial to understanding the national mechanisms for the application of Union law and the remaining obstacles to the Single Market; whereas Member States should exchange information among themselves and with the Commission prior to transposition in order to ensure correct transposition and prevent fragmentation; whereas the monitoring of implementation of Union law is one of the core competencies of the Commission and its civil servants; whereas in order to fulfil its commitments to assist Member States with the transposition and implementation of Union legislation the Commission could initiate and coordinate a network of civil servants in charge of implementation of all new Union legislation beyond SOLVIT, thus providing a platform for exchange and peer review to cooperate closely with Member States, in order to improve the overall quality of implementation and to resolve problems concerning implementation by the Member States; whereas an exchange of national civil servants in charge of the implementation of Union law between the Member States, in order to encourage a better flow of information and best practices, should be promoted;
