Welcomes the positive role and necessary support that the EU wishes to provide in facilitating the resolution of the Israeli-Palestinian conflict and the larger Israeli-Arab conflict through peaceful and constructive means, which serve the EU’s interests of security, stability and prosperity in the Middle East; calls on the EU to devise a positive incentives package for both the Palestinians and the Israelis, to be implemented by all parties, including regional actors such as the League of Arab States, at the start of the negotiations, as the sole means of successfully creating the necessary positive atmosphere in which the peace process between Israel and the Palestinian Authority can be relaunched and trust be rebuilt; urges all the EU institutions and Member States, for that reason, to encourage trade, cultural, scientific, energy, water and economic relations between Israel and its neighbours in the region, including trilateral trade between Member States, Israel and the Palestinian Authority;

Is alarmed at the persistence of high unemployment and the poor prospects for increasing employment, both in the eurozone and in the Union as a whole; urges that a special effort be made to provide advice and retraining for all those unemployed for more than six months; insists that small and medium-sized undertakings (SMEs) have a key role to play in job creation and is alarmed at the high number of SME bankruptcies in 2004, while at the same time deploring the fact that, unlike larger enterprises, SMEs have been incapable of taking full advantage of the favourable financial conditions of the last few years; stresses the need to create an environment which promotes the spirit of enterprise and a risk-taking culture which encourages the creation of new businesses by easing the administrative burden on small and medium-sized firms, by simplifying the regulatory environment, by reducing the general level of taxation in the European Union and by improving access for SMEs to sources of finance, particularly risk capital; proposes reforms designed to increase opportunities for SMEs; ; draws attention to the decisive role that micro-loans may play in assisting the creation of businesses and jobs; calls for a detailed examination of such instruments, and for them to be taken into account and promoted at Community level;

Urges the Commission to supplement the Social Agenda with a directive banning discrimination against people with disabilities; calls for more political significance to be given to the European Action Plan on people with disabilities and for the Action Plan to used as an instrument of real change; calls for the Action Plan to be used as the principle tool for disability mainstreaming, which must include reporting by the Member States on the transposition of disability provisions contained in EU legislation; demands that Member States actively involve disabled people’s organisations at national level in this process and that the Action Plan require political visibility and debate with the Council of the European Union and the European Parliament and recommendations for future actions;
