I. considérant que la 10 conférence ministérielle de l'OMC, qui se tiendra au Kenya du 15 au 18 décembre 2015, sera la première conférence ministérielle organisée dans un pays d'Afrique; considérant que l'Union reste fermement engagée en faveur du programme de Doha pour le développement et qu'elle estime important de conclure un accord politique sur l'avancement du programme pour veiller à préserver le rôle central attribué aux fonctions de négociation de l'OMC dans la poursuite de la libéralisation du commerce à l'échelle mondiale;
I. whereas the Tenth Ministerial WTO Conference (MC10) that will take place in Kenya from 15 to 18 December 2015 will be the first time a WTO Ministerial Conference is held in an African country; whereas the EU remains firmly committed to the DDA and acknowledges that reaching a political deal on advancing the DDA will be of importance for ensuring that the WTO’s negotiating function remains central to the further liberalisation of trade on a global scale;

C. considérant qu'une amélioration significative en ce qui concerne la liberté d'expression et la liberté des médias, le respect des droits politiques des citoyens ordinaires comme des militants de l'opposition et l'observance de l'état de droit et des droits fondamentaux sont autant de conditions préalables à de meilleures relations entre l'Union européenne et la Biélorussie; que l’Union européenne reste fermement résolue à continuer de défendre les droits de l’homme en Biélorussie, notamment la liberté d’expression et la liberté des médias;
C. whereas a significant improvement in the freedom of speech and freedom of the media, respect for the political rights of ordinary citizens and opposition activists alike and respect for the rule of law and fundamental rights are all prerequisites for better relations between the EU and Belarus; whereas the European Union remains strongly committed to further defending human rights in Belarus, including freedom of speech and media;

B. considérant que l'Union européenne reste fermement résolue à obtenir un résultat équilibré et équitable pour le programme de Doha pour le développement et à privilégier cette approche; considérant qu'avancer parallèlement sur la voie d'accords bilatéraux avec d'autres pays industrialisés est également une solution valable;
B. whereas the EU remains fully committed to achieving a balanced and fair outcome for the Doha Development Agenda (DDA) as its preferred approach, and whereas progressing in parallel with bilateral trade agreements with other industrialised countries is also a valid option;
