As regards Liechtenstein, this [INSTRUMENT] constitutes a development of the provisions of the Schengen acquis within the meaning of the Protocol between the European Union, the European Community, the Swiss Confederation and the Principality of Liechtenstein on the accession of the Principality of Liechtenstein to the Agreement between the European Union, the European Community and the Swiss Confederation on the Swiss Confederation's association with the implementation, application and development of the Schengen acquis* which fall within the area referred to in Article 1, point ..., of Decision 1999/437/EC read in conjunction with Article 3 of Council Decision 2011/350/EU**.

Reiterates its full support for the work of the International Criminal Court (ICC) in its role of ending the impunity of perpetrators of the most serious crimes of concern to the international community and of providing justice for the victims of war crimes, crimes against humanity and genocide; remains vigilant regarding any attempts to undermine its legitimacy or independence; recalls its vital role in the dual processes of justice and reconciliation; urges the EU and its Member States to cooperate with the Court and provide it with strong diplomatic and political support in bilateral relations and in all forums, including the UN; expresses its concern that several arrest warrants have still not been executed; calls for the EU, its Member States and EU Special Representatives actively to promote the ICC, the enforcement of its decisions, and the fight against impunity for crimes under the Rome Statute; considers the increasing number of States Parties to be an important development in strengthening the universality of the Court; welcomes the ratification of the Rome Statute by Côte d'Ivoire in February 2013, but considers it regrettable that no state ratified the Statute in 2014; encourages the EU and its Member States to step up their efforts to promote the ratification and implementation of the Rome Statute with a view to widening access to justice for victims of serious crimes under international law; calls on the EU Member States, as States Parties to the Rome Statute of the ICC, to provide it with the resources it needs to exercise its mandate fairly and effectively; encourages the EU to continue to provide assistance to international criminal justice and the ICC, including by supporting civil society actors through the EIDHR;

Stresses that ending the conflict is a fundamental interest of the EU, as well as of the parties themselves and the wider region, and that this can be achieved through a comprehensive peace agreement, based on the relevant UN Security Council resolutions, the Madrid Principles including land for peace, the Roadmap, the agreements previously reached by the parties and the Arab Peace Initiative; insists on the fact that any resulting resolution should not affect the dignity of either side; notes that the EU, as the largest donor to the Palestinian Authority and one of Israel's major trading partners has instruments at its disposal to more actively encourage both parties to work towards a solution; calls on both parties to work together with the EU, which should pursue all efforts to resolve the conflict; recalls the applicability of international humanitarian law in the occupied Palestinian territory, including the applicability of the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War;

‘The provisions of the Agreement that fall within the scope of Title V of Part Three of the Treaty on the Functioning of the European Union bind the United Kingdom and Ireland as separate Contracting Parties, and not as part of the European Union, unless the European Union together with the United Kingdom and/or Ireland have notified the Central American Party that the United Kingdom and/or Ireland are bound as part of the European Union in accordance with the Protocol (No 21) on the position of the United Kingdom and Ireland in respect of the Area of Freedom, Security and Justice, annexed to the Treaty on European Union and to the Treaty on the Functioning of the European Union.

X. whereas major challenges persist with regard to monitoring and implementing the legally binding human rights clauses in the EU's international agreements; whereas the suspension of an international agreement between the Union and its partner country in response to severe violations of human rights or democracy is a tool which exists to be used in certain situations; whereas, despite frequent breaches of the human rights and democracy clause and the failure of some third countries to honour the commitments made in the relevant international agreements, the governments of the countries in question are rarely penalised or held sufficiently accountable even in the face of gross human rights violations; whereas the EU's failure to employ this tool consistently undermines the Union's credibility as a strong and resolute actor on the international stage,

6. RECALLING in this regard that the provisions of the Agreement that fall within the scope of Part III, Title V of the Treaty on the Functioning of the European Union bind the United Kingdom and Ireland as separate Contracting Parties, and not as part of the European Union, until the European Union (as the case may be) notifies the Republic of Korea that either State has become bound on these matters as part of the European Union in accordance with the Protocol on the position of the United Kingdom and Ireland annexed to the Treaty on European Union and the Treaty on the Functioning of the European Union, and that the same applies to Denmark, in accordance with the relevant Protocol annexed to those Treaties;

Financing of such actions through the regular budget has been too cumbersome in the past. Yet the EC budget still offers the best basis upon which to build, not least because it is best context in which to ensure principles of good governance and transparency, and in which to ensure coherence of EU action (both CFSP and Community).
