There are also linkages between the policies developed for internal security within the European Union and their international dimensions. For example, the EU CBRN Action Plan has interrelations with the world-wide efforts to combat the proliferation of Weapons of Mass Destruction. There are also very close links between the Action Plan and the Global Initiative to Combat Nuclear Terrorism. Moreover, the functioning of the EU's export control regime for dual-use items significantly contributes to limiting the access of state and non-state actors to materials which could be used to make chemical, biological or nuclear weapons.
