L’expérience acquise par le passé montre que dans le contexte de l’accord de libre-échange entre l’Union européenne et la Corée, une meilleure coordination entre les activités du GCI de l’Union européenne et des institutions européennes, ainsi qu’entre ces activités et celles d’autres organisations internationales, telles que l’organisation internationale du travail (OIT) et l’Organisation de coopération et de développement économiques (OCDE), a permis de renforcer considérablement la cohérence et la qualité du dialogue entre l’Union européenne et la Corée. Le CESE recommande d’utiliser, au cours de la période à venir, les méthodes de travail élaborées grâce à cette coopération interinstitutionnelle, notamment en mettant en place de nouveaux partenariats dans le cadre d’activités et de projets pertinents.
Past experience has shown that, in the context of the EU-Korea FTA, the consistency and quality of the dialogue between the EU and Korea have been significantly improved thanks to better coordination of the activities of the EU DAG and the EU institutions, as well as coordination between them and other international organisations such as the ILO and the OECD. The EESC recommends that the working methods developed through this inter-institutional cooperation be used in the next period, including by developing new partnerships for relevant activities and projects.

Au cours des cinq dernières années, les mécanismes de la société civile qui sont visés au chapitre consacré au commerce et au développement durable (CDD) de l’accord de libre-échange entre l’Union européenne et la Corée ont fait l’objet d’un renforcement constant; la représentativité et la représentation équilibrée des parties prenantes se sont considérablement améliorées, les GCI (tant de l’Union européenne que de la Corée) se sont réunis régulièrement et le Forum annuel de la société civile UE-Corée, qui rassemble le GCI de l’Union européenne et le GCI coréen, a tenu sa cinquième réunion en février 2017.
The civil society mechanisms in the Trade and Sustainable Development (TSD) chapter of the EU-Korea FTA have been strengthened continuously over the last five years; representativeness and balanced representation of stakeholders has improved significantly, DAGs both in the EU and in Korea have met regularly, and the annual EU-Korea Civil Society Forum (CSF), bringing together the EU DAG and the Korea DAG, was held for the fifth time in February 2017.

Without prejudice to Article 44, the Agency shall be open to participation by third countries, in particular by countries within the scope of the European Neighbourhood Policy, the Enlargement policy countries and EFTA countries which have concluded agreements with the Union under which the countries concerned have adopted and are applying Union law, or equivalent national measures, in the field covered by this Regulation, in accordance with the procedure laid down in Article 218 TFEU.

The appellant claims that there has been an infringement of the general principles of equality, freedom of establishment, free movement of workers and freedom to provide services, the principle of proportionality, Articles 14, 15, 16, 20, 21, 51 and 52 of the Charter of Fundamental Rights of the European Union, Articles 45, 49, 51, 56 and 57 of the Treaty on the Functioning of the European Union and the right to education and instruction, and an error in law and a misuse of power.

Dans sa résolution du 7 juillet 2010 contenant des recommandations à la Commission sur la gestion des crises transfrontalières dans le secteur bancaire, le Parlement européen a demandé à la Commission de lui présenter, «sur la base des articles 50 et 114 du traité sur le fonctionnement de l'Union européenne, une ou plusieurs propositions législatives relatives à un cadre de l'Union pour la gestion des crises, à un fonds de stabilité financière de l'Union et à une unité de résolution» et, dans sa résolution du 20 novembre 2012 contenant des recommandations à la Commission sur le rapport des présidents du Conseil européen, de la Commission européenne, de la Banque centrale européenne et de l'Eurogroupe «Vers une véritable Union économique et monétaire», il a estimé «qu'il est primordial pour le bon fonctionnement de l'UEM de rompre les boucles de rétroaction négative entre les États souverains, les banques et l'économie réelle», a souligné «l'impérieuse nécessité d'adopter des mesures supplémentaires de grande envergure pour résoudre la crise du secteur bancaire» et «la mise en place d'une union bancaire européenne pleinement opérationnelle» tout en veillant à ne «pas entraver le bon fonctionnement continu du marché intérieur des services financiers et la libre circulation des capitaux».
The European Parliament, in its resolution of 7 July 2010 with recommendations to the Commission on Cross-Border Crisis Management in the Banking Sector, requested the Commission to submit ‘on the basis of Articles 50 and 114 of the Treaty on the Functioning of the European Union, one or more legislative proposals relating to an EU crisis-management framework, an EU financial stability fund, and a resolution unit’ and, in its resolution of 20 November 2012 with recommendations to the Commission on the report of the Presidents of the European Council, the European Commission, the European Central Bank and the Eurogroup ‘Towards a genuine Economic and Monetary Union’, stated that ‘breaking up the negative feedback loops between sovereigns, banks and the real economy is crucial for a smooth functioning of the EMU’, stressed the ‘urgent need for additional and far-reaching measures to solve the crisis in the banking sector’ and for the ‘realisation of a fully operational European banking union’ while ensuring ‘the continued proper functioning of the internal market for financial services and the free movement of capital’.
