La présente communication a répertorié trois domaines dans lesquels la Commission peut jouer un rôle plus efficace dans la poursuite des objectifs de l'Union européenne concernant les droits de l'homme et la démocratisation: en encourageant la cohérence entre les politiques de l'UE et celles de la CE, en accordant une plus grande priorité à ces objectifs dans les relations de l'Union européenne avec les pays tiers et en les «intégrant» dans ces relations, en particulier au moyen d'un dialogue politique et d'une utilisation stratégique des programmes d'aide extérieure, et en adoptant une approche plus ciblée et plus stratégique en ce qui concerne l'Initiative européenne pour la démocratie et les droits de l'homme (IEDDH).
This Communication has identified three areas in which the Commission can play a more effective role in the pursuit of the EU's human rights and democratisation objectives: through the promotion of coherence and consistency across EU and EC policies; through placing a higher priority on, and 'mainstreaming', human rights and democratisation objectives in the European Union's relations with third countries, in particular through political dialogue and strategic use of its external assistance programmes; and through adopting a more focussed and strategic approach to the European Initiative for Democracy and Human Rights (EIDHR).

2. Le chef de mission assume la responsabilité de la sécurité de l’opération et du respect des exigences minimales en matière de sécurité applicables à l’opération, conformément à la politique de l’Union européenne concernant la sécurité du personnel déployé à titre opérationnel à l’extérieur de l’Union européenne, en vertu du titre V du traité sur l’Union européenne et des instruments qui l’accompagnent.
2. The Head of Mission shall be responsible for the security of the operation and for ensuring compliance with minimum security requirements applicable to the operation, in line with the policy of the European Union on the security of personnel deployed outside the European Union in an operational capacity under Title V of the Treaty on European Union and its supporting instruments.
