– having regard to the conclusion of negotiations between the EU and Ecuador for its accession to the Trade Agreement concluded between the EU and Colombia/Peru on 17 July 2014,

1. se félicite de la conclusion des négociations avec l'Équateur sur le protocole relatif à son adhésion à l'accord commercial entre l'Union, la Colombie et le Pérou, et reconnaît les avantages importants qui en découleront du point de vue des exportations de l'Équateur vers l'Union, étant donné notamment qu'il ne bénéficie plus du système de préférences généralisées appliqué de manière unilatérale par celle-ci; prône l'entrée en vigueur rapide et l'application pleine et entière de cet accord, qui assurera un niveau optimal de protection des citoyens et de l'environnement; estime que cet accord stimulera et diversifiera les échanges et les investissements au bénéfice des deux parties, accélérera le développement économique et social de l'Équateur et contribuera à réduire la pauvreté et les inégalités;
1. Welcomes the conclusion of the negotiations with Ecuador on the protocol for its accession to the Trade Agreement between the EU, Colombia and Peru, recognising the important benefits that this will bring for Ecuador’s exports to the EU, particularly in view of the fact that it no longer benefits from the EU’s unilateral Generalised Scheme of Preferences; encourages the quick and complete entry into force and implementation of this agreement, which will ensure the protection of citizens and the environment at the highest level; considers that this agreement will boost and diversify trade and investment on both sides, act as an important driver for economic and social development and contribute to alleviating poverty and reducing inequality;

140. prend acte de l'avis émis par la CJUE sur l'accord sur l'adhésion de l'Union à la Convention européenne des droits de l'homme (CEDH); s'interroge sur les avantages de l'adhésion de l'Union à la CEDH, compte tenu de la complexité et de l'incertitude accrues qui résultera de l'existence de deux juridictions concurrentes partagées entre les droits reconnus par la convention et ceux inscrits dans la charte; reste d'avis que l'adhésion ne devrait pas être une priorité pour l'Union, qu'il conviendrait plutôt que la réforme de la CEDH soit sollicitée par ses parties contractantes comme une priorité dans le domaine des droits de l'homme, et que les droits fondamentaux sont de toute façon bien protégés par les instances qui appliquent nos constitutions nationales, qui prévalent dans la hiérarchie des sources du droit;
140. Notes the Opinion delivered by the CJEU regarding the agreement on accession of the EU to the European Convention on Human Rights (ECHR); questions the value of proceeding with the accession of the EU to the ECHR and the added complexity and uncertainty that will emerge from having two competing jurisdictions in the area of convention rights and charter rights; continues to believe that accession should not be a priority for the EU, that reform of the ECHR should be sought by its contracting parties in order to improve its decision making instead, as a priority in the area of human rights, and that fundamental rights are in any case well protected by the courts applying our national constitutions, which remain at the top of the hierarchies of laws;

10. note avec inquiétude le manque d'informations statistiques sur l'égalité des genres, sur la violence à l'encontre des femmes, sur l'accès à la contraception et sur sa mise à disposition, ainsi que sur les besoins non satisfaits en matière de contraception nécessaires pour contrôler la mise en œuvre qui soient normalisées et qui puissent être comparées dans le temps, d'une part entre les pays candidats à l'adhésion et, d'autre part, entre les États membres de l'Union et les États candidats à l'adhésion; invite les gouvernements des pays des Balkans candidats à l'adhésion à établir une méthodologie commune pour collecter des informations statistiques en collaboration avec Eurostat, l'Institut européen pour l'égalité entre les hommes et les femmes et d'autres instituts concernés; souligne que des stratégies spécifiques doivent être élaborées et que les stratégies existantes doivent être mises en œuvre pour améliorer la situation des femmes confrontées à de multiples discriminations, comme les femmes roms, les femmes lesbiennes, bisexuelles ou transgenres, les femmes handicapées, les femmes issues de minorités ethniques et les femmes âgées;
10. Notes with concern the lack of statistical information on gender equality, on violence against women, on access to and availability of contraceptives, and on unmet need for contraception necessary for monitoring implementation that is standardised and may be compared over time, between accession countries and between EU Member States and accession countries; calls on the governments of the Balkan accession countries to establish a common methodology for gathering statistical information together with Eurostat, EIGE and other relevant institutes; stresses that specific strategies need to be developed and existing strategies implemented to improve the position of women faced with multiple discrimination, such as Roma women, lesbian, bisexual or transgender women, women with disabilities, women of ethnic minorities and older women;
