Recognises the critical contribution of the African Peace Facility in developing the triangular partnership between the UN, the EU and the AU; believes that this Facility provides both an entry point and a potential lever for creating a stronger partnership between the EU and the AU and has proved indispensable in allowing the AU, and through it the eight Regional Economic Communities (RECs), to plan and manage their operations; considers it vital that the EU institutions and Member States remain closely engaged if the Facility is to be fully utilised and that the AU demonstrate higher levels of efficiency and transparency in using the funds; takes the view that the APF should focus on structural support rather than just bankrolling African forces’ pay; acknowledges that there are other funding mechanisms in use, but believes that given the Facility’s sole focus on Africa, as well as its clear goals, it is especially important with regard to PSOs in Africa; considers that Civil Society Organisations (CSOs) working on peace-building in Africa should be given the opportunity to contribute their views, as part of a more strategic engagement with CSOs on peace and security; remains concerned at the continuing problems of financing and political will on the part of African countries; notes the Council conclusions of 24 September 2012 which state that ‘funding, alternative to the funding from the EDF, will have to be considered’.

In addition, it is necessary to amend the scope of the derogation concerning the sale, supply, transfer or export of arms and related materiel intended solely for the support of or use by the Mission for the Consolidation of Peace in Central African Republic (MICOPAX), African-led International Support Mission to the Central African Republic (MISCA), United Nations Integrated Peacebuilding Office in the Central African Republic (BINUCA) and its guard unit, the African Union-Regional Task Force (AU-RTF), the French forces deployed in the CAR, and the EUFOR RCA to include the provision of technical and financial assistance.

86. souligne l'importance d'une bonne coopération entre l'Union européenne et l'Union africaine, conformément aux engagements pris dans le cadre du partenariat «paix et sécurité» de la stratégie UE-Afrique; estime que l'Union européenne devrait, dans la mesure du possible, soutenir l'Union africaine, notamment sur les théâtres d'opérations où cette dernière est, comme en Somalie, la seule organisation sur le terrain; invite l'Union africaine à s'efforcer de développer les capacités africaines de réponse aux crises et à utiliser plus efficacement l'aide financière consentie par les partenaires internationaux; invite la Commission et les États membres à porter une attention particulière au problème de la prolifération incontrôlée des armes légères et de petit calibre, en Afrique notamment, et, à cet égard, à insister sur le respect par tous les États membres des règles applicables aux armes dans les zones de crise;

Emphasises the need for constructive cooperation between the European Union and the African Union, in accordance with the commitments entered into as part of the Peace and Security Partnership associated with the Africa-EU Joint Strategy; takes the view that the European Union should, as far as is possible, support the African Union, particularly in those theatres of operation – such as Somalia – in which the latter is the sole organisation on the ground, and calls on the African Union to endeavour to develop Africa's crisis response capability and ensure that more effective use is made of assistance received from international partners; calls on the Commission and the Member States to devote special attention to the problem of the uncontrolled proliferation of small arms and light weapons, particularly in Africa, and in this context to place the emphasis on compliance with the existing rules on arms in crisis areas from all Member States;

44. souligne qu'il faut dûment donner suite, en 2008, aux décisions adoptées lors du sommet UE-Afrique tenu en décembre 2007 à Lisbonne; se félicite, dans ce contexte, de la nomination d'un représentant spécial de l'Union européenne qui est ainsi le chef de la délégation de la Commission pour l'Union africaine, à Addis-Abeba; estime sur ce point que l'Union européenne devrait faire tout ce qui est en son pouvoir, en coopération avec les Nations unies, pour donner à l'Union africaine davantage de moyens de rétablir et de maintenir la paix; se félicite à cet égard des missions pour la réforme du secteur de la sécurité de l'UE dans la République démocratique du Congo et la République de Guinée-Bissau et demande une utilisation coordonées de la PESC et des instruments communautaires tels que l'instrument de stabilité;
44. Stresses the need to give substantial follow-up during 2008 to the decisions reached at the EU-Africa Summit held in December 2007 in Lisbon; in this context, welcomes the appointment of a double-hatted EU Special Representative/Head of Delegation of the European Commission for the African Union, based in Addis Ababa; believes in this regard that the EU, in cooperation with the UN, should make every effort to reinforce the peace-building and peace-keeping capacity of the African Union; welcomes in this regard the EU Security Sector Reform missions in the Democratic Republic of the Congo and the Republic of Guinea-Bissau, and calls for coordinated use of CFSP and Community instruments such as the Instrument for Stability;
