Un sommet spécial sera organisé à Malte à l'automne, qui réunira des partenaires clés, dont l'Union africaine, afin d'élaborer une approche commune avec les pays de la région sur les moyens de traiter les causes des migrations irrégulières et de protéger les personnes dans le besoin ainsi que de lutter contre le trafic de migrants et la traite des êtres humains.
A dedicated summit will be organised in Malta in the autumn with key partners, including theAfrican Union to develop a common approach with the region addressing the causes of irregular migration and the protection of people in need, as well as smuggling and trafficking of people.

Afin de trouver une solution commune à la situation dramatique des migrants et des réfugiés qui sont victimes de réseaux criminels, en particulier en Libye, le président Jean-Claude Juncker, la haute représentante et vice-présidente Federica Mogherini, le secrétaire général des Nations unies Antonio Guterres et le président de la Commission de l'Union africaine Moussa Faki Mahamat sont convenus de mettre en place un groupe de travail commun UE-UA-NU pour sauver et protéger la vie des migrants et des réfugiés sur les routes migratoires et, en particulier, en Libye.
In order to jointly address the dramatic situation of migrants and refugees victims of criminal networks, in particular inside Libya, President Jean-Claude Juncker, and High Representative/Vice President Federica Mogherini, United Nations Secretary General Antonio Guterres and the Chairperson of the African Union Commission Moussa Faki Mahamat agreed to set up a joint EU-AU-UN Task Force to save and protect lives of migrants and refugees along the routes and in particular inside Libya.

Il s'agit notamment d'améliorer la coordination et le dialogue afin d'accroître la capacité de résistance aux conflits, de renforcer les capacités de prévention des conflits en soutenant la pleine mise en œuvre de l'AAPS et le renforcement des capacités africaines, ainsi qu'en aidant l'Union africaine, les organisations sous-régionales et les pays africains à intensifier leurs efforts en matière de gestion des conflits et de consolidation de la paix.
This means strengthening coordination and dialogue to increase conflict resilience, to enhance conflict prevention capabilities by supporting the full operationalisation of the APSA and African capacity building as well as assisting the African Union, sub-regional organisations and countries in improving conflict management and peacebuilding efforts.

Recognises the critical contribution of the African Peace Facility in developing the triangular partnership between the UN, the EU and the AU; believes that this Facility provides both an entry point and a potential lever for creating a stronger partnership between the EU and the AU and has proved indispensable in allowing the AU, and through it the eight Regional Economic Communities (RECs), to plan and manage their operations; considers it vital that the EU institutions and Member States remain closely engaged if the Facility is to be fully utilised and that the AU demonstrate higher levels of efficiency and transparency in using the funds; takes the view that the APF should focus on structural support rather than just bankrolling African forces’ pay; acknowledges that there are other funding mechanisms in use, but believes that given the Facility’s sole focus on Africa, as well as its clear goals, it is especially important with regard to PSOs in Africa; considers that Civil Society Organisations (CSOs) working on peace-building in Africa should be given the opportunity to contribute their views, as part of a more strategic engagement with CSOs on peace and security; remains concerned at the continuing problems of financing and political will on the part of African countries; notes the Council conclusions of 24 September 2012 which state that ‘funding, alternative to the funding from the EDF, will have to be considered’.

Concernant la Somalie, elles ont condamné les attaques terroristes perpétrées contre la Mission de l'Union africaine en Somalie (AMISOM) et contre les civils somaliens, et ont lancé un appel à la communauté internationale pour des efforts concertés en vue d’aider le Gouvernement somalien à réaliser sa « Vision 2016 ». Pour ce qui est du Mali, elles se sont dites également profondément préoccupées par la situation sécuritaire dans ce pays et ont préconisé la mise en œuvre effective de l'Accord de paix et de réconciliation afin de trouver une solution à la crise au nord du pays, et ce dans le cadre de l'effort global visant à renforcer la paix et la stabilité dans le pays.
On Somalia, they condemned the terrorist attacks perpetrated against the African Union Mission in Somalia (AMISOM) and Somali civilians in the country and called for concerted efforts by the international community to assist the Somali Government to achieve its 'Vision 2016'.On Mali, they also expressed their deep concern over the security situation in the country and called for effective implementation of the Agreement for Peace and Reconciliation to resolve the crisis in the northern part of the country as part of the overall effort to enhance peace and stability in the country.

Mais nous ne nous sommes pas limités à l’approbation d’une stratégie commune, nous avons aussi établi un plan d’action et un dispositif destiné à mettre en application la stratégie, et nous constituons actuellement une institution entre la Commission européenne et l’Union africaine, la Commission de l’Union africaine, afin de leur permettre de travailler ensemble pour mettre en œuvre ce que nous avons convenu.
But we did not restrict ourselves to approving a joint strategy, we also laid down an action plan and a mechanism for implementing the strategy, and we are now setting up an institution between the European Commission and the African Union, the African Union Commission, to enable them to work together to implement what we have agreed.

Pourrais-je également vous demander d’entrer en contact avec le Haut-Représentant Solana afin de lui demander d’adresser des protestations officielles aux Soudanais et à l’Union africaine afin que le mandat de cette dernière puisse être prolongé jusqu’à ce que les forces des Nations unies puissent être déployées dans cette région tragique du Soudan.
Could I also ask you to contact High Representative Solana to ask him to make urgent representations to the Sudanese, and to the African Union to make sure that the latter’s mandate can be extended until such time as that United Nations force can be deployed in this tragic region of Sudan.
