B. considérant qu'il est crucial que les différentes initiatives de l'Union européenne pour la croissance et l'emploi ainsi que pour la protection de l'environnement et du climat adoptent une approche cohérente; que les initiatives phares de la stratégie Europe 2020 jouent un rôle essentiel dans le renforcement de la coordination au niveau local et régional en ce qui concerne la mise en œuvre de la politique de cohésion; que les dispositions relatives à la programmation et à l'établissement de rapports ne comportent pas de mécanisme explicite relatif à la contribution expresse des Fonds structurels et d'investissement européens (Fonds ESI) à la réalisation des objectifs des initiatives phares; que le réexamen de la stratégie Europe 2020 devra aborder la mise en œuvre des initiatives phares et réaliser un équilibre entre les mesures financières, fiscales et économiques d'une part, et les aspects sociaux, éducatifs, environnementaux et d'égalité (en particulier l'égalité des genres) de l'autre;
B. whereas it is crucial that different EU initiatives for growth and jobs, as well as environment and climate protection, maintain a coherent approach; whereas the Europe 2020 strategy flagship initiatives play a key role in enhancing coordination at local and regional level as regards the implementation of cohesion policy; whereas there is no explicit mechanism built into the programming or the reporting provisions that would explicitly target flagship initiatives in terms of the contribution of the European Structural and Investment Funds (ESI Funds) to their delivery; whereas the Europe 2020 strategy review will need to address the implementation of the flagship initiatives and aim for a balance between financial, fiscal and economic measures on the one hand and social, educational, environmental and equality (especially gender equality) aspects on the other;

1. se félicite des initiatives phares mises en exergue dans la stratégie UE 2020; appelle de ses vœux une large vision politique de l'avenir de l'Union européenne, envisagée comme une Union compétitive, sociale et durable, et met l'accent sur la nécessité de parvenir à la cohésion sociale, économique et territoriale de l'Union; souligne que les initiatives phares de l'Union décrites dans la stratégie UE 2020, dont la plupart ont trait à des politiques de l'Union dans le domaine de l'industrie, de la recherche et de l'énergie, nécessitent un soutien financier solide, crédible et durable de la part de l'Union afin qu'elle puisse atteindre ses principaux objectifs pour 2020 tout en remédiant au problème actuel de la fragmentation des instruments européens de financement; demande par conséquent que les montants de référence pour les initiatives phares soient inclus dans le cadre financier pluriannuel (CFP) pour la période postérieure à 2013;

Welcomes the flagship initiatives highlighted in the EU 2020 Strategy; calls for a broad political concept for a competitive, social and sustainable future for the EU and stresses the need to achieve the EU’s social, economic and territorial cohesion; emphasises that the EU flagship initiatives described in the EU 2020 Strategy, most of them related to EU policies in the field of industry, research and energy, require solid, credible and sustainable EU financial support if the EU’s key 2020 objectives are to be met and the present problem of fragmentation in EU funding instruments simultaneously addressed; asks, therefore, for reference amounts for the flagship initiatives to be included in the post-2013 Multiannual Financial Framework (MFF);
