In spite of the fact that we and our trading partners in the EU are all members of the WTO, and in spite of the fact that Canada has fulfilled its obligations under all of the WTO agreements, namely TRIPS, sanitary and phytosanitary, most favoured nation, national treatment, and so on, the EU obstinately continues to block access of Canadian icewine on the basis of a technical definition, one which, I might add, is not met by many other sweet wines being sold in the EU. The EU position on Canadian icewine is indefensible, period, no ifs, ands or buts.

2. Dans un délai de 180 jours, les États membres concernés accordent ou refusent les autorisations sur la base des conclusions de l'évaluation réalisée par l'État membre examinant la demande, conformément aux dispositions des articles 31 et 32, et sur la base d'évaluations supplémentaires, d'essais et d'études concernant la situation spécifique dans les États membres.
2. Within 180 days, the Member States concerned shall grant or refuse authorisations on the basis of the conclusions of the assessment of the Member State examining the application as provided for in Articles 31 and 32, and on the basis of any additional assessments, tests, and studies related to specific conditions in the Member States.

Le Groupe a également demandé un plan de rétablissement et a fortement insisté « pour que le Canada demande à l’Union européenne de s’engager à élaborer un accord bilatéral pour rétablir les stocks de poissons de fond et pour mieux gérer les stocks chevauchants, y compris ceux au-delà de la limite de 200 milles »([76]). Un effort concerté de la part du Canada pour s’allier à l’UE concernant la gestion des pêches a été proposé parce que 80 p. 100 environ des quotas des stocks chevauchants sont détenus par le Canada et l’UE, deux entités de l’OPANO qui ont des littoraux dans la zone réglementée([77]). Selon le Groupe :
The May Panel also called for a rebuilding plan, and strongly urged “that Canada engage the European Union with the objective of developing a bilateral agreement to rebuild groundfish stocks and to better manage the straddling stocks as well as those entirely outside 200 miles” ([76]) A concerted effort on the part of Canada to ally itself with the European Union on fisheries management was proposed because most of the quotas for the straddling stocks (approximately 80%) are held by Canada and the EU, two NAFO entities having coastlines in the Regulatory Area ([77]) In the Panel’s words:

Considère que le programme de démonstration d'une durée de 3 ans annoncé par la Commission dans sa communication, qui sera axé sur le rôle crucial de l'exploitation des connaissances et du fonctionnement des mécanismes de coordination, est de nature à apporter une contribution importante à l'établissement d'une stratégie de gestion intégrée des zones côtières. 6. Souligne que, afin d'assurer l'intégration du concept de développement durable dans la politique des zones côtières et pour assurer le plus grand profit possible du programme, celui-ci devra considérer de façon adéquate les éléments suivants : - s'appuyer sur les expériences les plus avancées en matière de gestion intégrée des zones côtières dans les pays de l'Union ; - sans préjudice d'une approche globale, tenir compte de la diversité des situations du littoral européen, sur le plan économique, social et environnemental ; - tenir compte de la richesse et de la sensibilité écologiques du littoral ; - sensibiliser les multiples acteurs qui influencent l'évolution du littoral ou qui sont concernés ; - accorder beaucoup d'importance à la diffusion des résultats ; - identifier les obstacles au développement durable des zones côtières. 7. Se félicite de l'approche pluridisciplinaire et de concertation des politiques européennes adoptée par la Commission dès la préparation de la communication, et en particulier de la volonté, pour réaliser le programme, de tirer profit des instruments financiers existants sans en modifier les critères et règles de fonctionnement. 8. This situation may lead to delays in achieving sustainable development; 4. Draws attention to the important role which may be played in this context by the future Commission communication on Community water policy and the Commission communication of 29 May 1995 on the wise use and conservation of wetlands; 5. Considers that the 3-year demonstration programme announced in the Commission's communication, which will be centred on the crucial role of the use of knowledge and of the functioning of coordination mechanisms, can play an important part in establishing a strategy for the integrated management of coastal zones; 6. Emphasizes that, in order to ensure that the concept of sustainable development is incorporated in policy for coastal zones and that maximum benefit is obtained from the programme, the latter will have to give appropriate consideration to the following needs: - to be based on the most advanced experiments in the integrated management of coastal zones in the countries of the Union; - without prejudice to an overall approach, to take account of the economic, social and environmental diversity of situations of the European coastline; - to take into account the ecological wealth and sensitivity of the coastline; - to create awareness among the numerous players who influence coastal development or are otherwise involved; - to give great importance to the dissemination of the results; - to identify obstacles to the sustainable development of coastal zones; 7.
