TRADUCTIONS EN CONTEXTE

27. s'étonne qu'il n'existe toujours pas de dispositifs d'incitations fiscales à la coopération et à la mutualisation des ressources au niveau européen; note l'appel du Conseil de décembre 2013 à étudier de tels dispositifs et juge regrettable qu'en un an, les discussions n'aient encore abouti à aucune mesure concrète dans ce domaine; note que le gouvernement belge accorde déjà, de manière ad hoc, des exemptions de TVA aux phases préparatoires de certains projets de l'Agence européenne de défense, par exemple pour les communications par satellite; estime que ces exemptions devraient être systématiques et élargies aux infrastructures et aux programmes capacitaires concrets, sur le modèle du mécanisme existant au sein de l'OTAN ou de celui existant au sein de l'Union européenne pour les infrastructures de recherche civile; préconise le développement de tout autre dispositif d'incitation qui pourrait encourager la coopération dans le domaine capacitaire entre Européens;
27. Is surprised that there are as yet no European-level tax incentives for cooperation and pooling; takes note of the call by the December 2013 Council for such arrangements to be explored, and finds it regrettable that, a year on, discussions have not yet produced any tangible measures in this regard; notes that the Belgian Government already grants VAT exemptions, on an ad hoc basis, to the preparatory phases of certain EDA projects, e.g. for satellite communications; believes that such exemptions should be applied as a matter of course and should be extended to infrastructure and to specific capability-related programmes, taking as a model the existing mechanism within NATO or the existing EU mechanism for civilian research infrastructures; calls for the development of any other incentive that could encourage capability cooperation between Europeans;

Il est essentiel que les institutions militaires de l’OTAN restent bien intégrées et que les commandants militaires américains et européens aient la possibilité d’agir de concert.
It is vitally important that NATO’s military institutions remain well integrated and that military commanders from America and Europe have the possibility to practice together.

Monsieur Vatanen s’est efforcé de tenir compte du plus grand nombre possible d’opinions et d’approches dans son rapport sur l’OTAN, et je trouve regrettable que le groupe du Parti Populaire Européen (Démocrates Chrétiens) et des Démocrates Européens ainsi que le groupe socialiste du Parlement européen aient déposé des amendements à la dernière minute comme s’ils voulaient marquer ce rapport de leur empreinte.
It is a little unfortunate, in my view, that for the NATO report by Mr Vatanen, who went out of his way to take as many opinions and approaches into consideration as possible, amendments were tabled by the Group of the European People’s Party (Christian Democrats) and European Democrats and the Socialist Group of the European Parliament at the very last minute, as if these two groups wanted to place their own stamp on the report.
