TRADUCTIONS EN CONTEXTE

2. note avec satisfaction que les élections parlementaires anticipées se sont déroulées de façon pacifique, libre et équitable, conformément aux critères internationaux; note que la législation électorale est globalement conforme aux recommandations de la commission de Venise et à celles de l'OSCE/BIDDH; souligne que le cadre juridique doit pleinement respecter les recommandations de l'OSCE/BIDDH selon lesquelles aucun citoyen ne doit se voir imposer des restrictions abusives; invite les autorités à améliorer encore la constitution des listes électorales et la transparence en ce qui concerne la surveillance du financement des campagnes, ainsi qu'à veiller à ce que la législation sur le financement des partis soit dûment mise en place, y compris en éliminant toutes les formes d'abus, en particulier l'utilisation des ressources publiques à des fins politiques; demande en outre que les plaintes soient dûment examinées, afin de renforcer, en cohérence avec les recommandations de l'OSCE/BIDDH, la confiance de l'opinion dans le processus électoral;
2. Welcomes the peaceful, free and fair conduct of the early parliamentary elections in line with international standards; notes that the electoral legislation is broadly in line with the recommendations of the Venice Commission and the OSCE/ODIHR; underlines that the legal framework must be fully in line with the OSCE/ODIHR recommendations that no citizens are subject to undue restrictions; calls on the authorities to further improve the compilation of voter lists and transparency regarding the oversight of campaign finance, and to ensure the due implementation of the legislation on party funding, including by eliminating all forms of abuse, especially of public resources for political purposes; calls, furthermore, for the proper review of complaints in order to further increase, in line with the OSCE/ODIHR recommendations, public confidence in the electoral process;

2. se félicite de l'organisation des élections législatives, locales et présidentielles anticipées au mois de mai 2012, dont l'OSCE/BIDDH estime qu'elles ont respecté les libertés et les droits fondamentaux; invite le gouvernement à appliquer les recommandations contenues dans le rapport final de l'OSCE/BIDDH afin d'améliorer la transparence du processus électoral;
2. Welcomes the conduct of the parliamentary, local and early presidential elections held in May 2012, characterised, according to the OSCE/ODIHR, by respect for fundamental rights and freedoms; invites the government to take up the recommendations contained in the OSCE/ODHIR final report in order to enhance the transparency of the election process;

12. relève qu'il est prévu que quelque 600 observateurs internationaux (de l'OSCE/BIDDH, de l'Assemblée parlementaire du Conseil de l'Europe, de l'Organisation de coopération de Shanghai et de la CEI) suivent l'élection présidentielle russe; souligne qu'il convient que les missions d'observation des élections nationales et internationales soient pleinement déployées afin de garantir une surveillance efficace du processus électoral, conformément aux normes de l'OSCE/BIDDH et du Conseil de l'Europe; demande aux autorités russes de supprimer les interférences et les obstacles qui ont été signalés lors des élections législatives;
12. Notes that some 600 international observers are expected to monitor the Russian presidential election (there will be observers from the OSCE/ODIHR, the PACE, the Shanghai Cooperation Organisation and the CIS); stresses that international and national election observation missions should be fully deployed, in order to ensure efficient monitoring of the electoral process, in accordance with OSCE/ODIHR and Council of Europe standards; calls on the Russian authorities to avoid the interference and hindrance that was reported in the case of the Duma elections;

19. invite instamment les autorités russes à examiner les conclusions du rapport d'observation de l'OSCE/BIDDH, à réviser les lois électorales conformément aux normes du Conseil de l'Europe et de l'OSCE en la matière, en coopération avec la commission de Venise, et à respecter ces normes dans la pratique afin de garantir que les élections présidentielles de 2012 soient libres et démocratiques, garantissant l'égalité des chances pour les candidats d'opposition; demande à la Russie de permettre une observation suffisante et efficace des élections, conformément aux normes électorales du BIDDH de l'OSCE et du Conseil de l'Europe;
19. Urges the Russian authorities to address the findings of the OSCE/ODIHR observation report, to reform electoral laws in line with OSCE and Council of Europe standards in cooperation with the Venice Commission and to comply with those standards in practice in order to guarantee free and democratic presidential elections in 2012 with equal opportunities for opposition candidates; calls on Russia to create the possibility for sufficient and efficient observation of the elections, in accordance with the OSCE/ODIHR and Council of Europe standards;

18. invite instamment les autorités russes à examiner les conclusions du rapport d’observation de l’OSCE/BIDDH, à réviser les lois électorales conformément aux normes du Conseil de l’Europe et de l’OSCE en la matière, en coopération avec la commission de Venise, et à respecter ces normes dans la pratique afin de garantir que les élections présidentielles de 2012 soient libres et démocratiques, garantissant l’égalité des chances pour les candidats d'opposition; demande à la Russie de permettre une observation suffisante et efficace des élections, conformément aux normes électorales du BIDDH de l'OSCE et du Conseil de l'Europe;

Draws attention to the added value of participation in international election observation missions in the OSCE area, along with the OSCE/ODHIR, the OSCE Parliamentary Assembly, the Parliamentary Assembly of the Council of Europe and, where appropriate, the NATO Parliamentary Assembly; is of the opinion that its involvement in these missions should be continued and even increased; underlines the crucial importance of thorough political coordination between the bodies involved, in particular as regards the diligence of its assessment, adherence to independence standards, the conclusions of long-term observers and the coherence of public statements;

Deux personnes ont été détachées auprès de l'unité d'observateurs de l'OSCE/BIDDH à Moscou afin d'assurer le déploiement des observateurs et la coordination régionale.
Two people were seconded to the OSCE/ODIHR Election Unit in Moscow to deal with observer deployment and regional co-ordination.

Des contacts réguliers doivent être établis et des accords cadres doivent être envisagés avec les principales organisations gouvernementales et non gouvernementales telles que les Nations unies (PNUD, Groupe de l'assistance électorale des Nations unies, VNU), l'OSCE/BIDDH, l'OEA et l'IDEA International, si l'on estime qu'ils peuvent constituer une réelle valeur ajoutée.
Regular contacts should be established. Framework agreements with the main international governmental and non-governmental organisations e.g. the UN (UNDP, UN Electoral Assistance Department, UNV), OSCE/ODIHR, OAS and International IDEA could be considered if they were thought to add real value.
