Guided by the principle of subsidiarity, and seeing the enormous potential for cooperation at local and regional level, underlines the considerable importance of creating an effective, multilevel structure for cooperation through the promotion of sectoral partnerships involving regular meetings of the policy-makers responsible, which will strengthen the responsibility shared between the various partner entities while safeguarding the organisational sovereignty of the Member States and regions; in this respect, calls for the cross-border cooperation mechanisms established at local and regional level to be improved, developed and strengthened;

Je me permets de signaler ici que lors de la réunion que j’ai eue avec le Secrétaire général de l’Organisation des États américains, j’ai trouvé qu’ils étaient très clairs à ce sujet: toute action dirigée par le gouvernement illégitime du chef du coup d’État, Roberto Micheletti, sera réputée nulle et non avenue et, dès lors, l’Organisation des États américains a déjà décidé qu’elle n’allait observer aucun type d’élections organisées par ce gouvernement.
May I state here that, in the meeting I had with the Secretary General of the Organization of American States, I found that they are very clear on this matter: any action carried out by the illegitimate government of the coup leader, Roberto Micheletti, will be declared null and void and, therefore, the Organization of American States has already decided that it is not going to observe any kind of election held by that government.

Recalls that juristic personality is imputable to an organisation in accordance with the characteristics it has, and that these characteristics depend on the provisions defining the organisation as established by those who come together to form it; hence the question whether personality in international law is imputable to an organisation of states has to be answered in the light of the characteristics it has under the treaties between states which establish it. What determines the issue is whether the organisation is to be considered an entity competent to act in its own name and to bear rights and duties of its own, or does no more than constitute a framework of action by other subjects whose rights and duties are affected by acts and decisions undertaken in the framework of the association;
