Compte tenu de l'aggravation de la situation et du souci d'assurer l'efficacité totale de l'embargo, décidé dans le cadre de l'ONU, la Commission propose l'amendement du reglement (CEE) 2340/90 du 8.8.90 par le biais des mesures suivantes: - extension de l'embargo à toute prestation de services non-financiers (tels que, par exemple, transports, travaux de construction d'ingénierie, consulting) qui ne soient pas directement liés à des transactions commerciales; - autorisation à certains organismes publics controlés par et/ou opérant sous l'autorité du gouvernement legitime du Koweit de continuer à exercer leurs activités pourvu que celles-ci n'ont aucun lien avec des activités en Iraq et au Koweit; - exclusion de la liste de produits médicaux dont l'exportation est permise de tous les produits qui pourraient être utilisés à des fins autres que strictement médicaux; - mise en oeuvre d'un système d'autorisation préalable pour l'exportation de produits alimentaires et pharmaceutiques et d'un système d'échange d'informations entre Commission et Etats membres concernant l'aide alimentaire dans le cadre de l'aide d'urgence; ces produits ne peuvent être distribués qu'à titre gratuit.
Given the further deterioration in the situation and the aim of ensuring the total effectiveness of the embargo decided within the United Nations, the Commission proposes an amendment to Regulation (EEC) No. 2340/90 of 8 August 1990 in the form of the following measures: - extension of the embargo to all non-financial services (e.g. transport, engineering and construction work, consultancy services) not directly relating to commercial trade; - authorization for certain public bodies run by and/or operating under the authority of the legitimate government of Kuwait to continue to carry on their activities provided that they have no connection with activities in Iraq and Kuwait; - exclusion from the list of medical products, the export of which is permitted, of all products which could be used for other than strictly medical purposes; - introduction of a system of prior authorization for the export of food and pharmaceutical products and a system of exchange of information between the Commission and the Member States concerning food aid within the framework of emergency aid; such products may only be distributed free of charge.
