That, given that bullying is a serious problem affecting Canadian communities, a special committee of the House be appointed and directed to develop a National Bullying Prevention Strategy to: (a) study the prevalence and impact of different types of bullying, including physical, verbal, indirect and cyber bullying; (b) identify and adopt a range of evidence-based anti-bullying best practices; (c) promote and disseminate anti-bullying information to Canadian families through a variety of mediums; (d) provide support for organizations that work with young people to promote positive and safe environments; (e) focus on prevention rather than criminalization; and that the committee consist of 12 members which shall include seven members from the government party, four members from the Official Opposition and one member from the Liberal Party, provided that the Chair shall be from the government party; that in addition to the Chair, there be one Vice-Chair from each of the opposition parties; that the committee have all of the powers of a Standing Committee as provided in the Standing Orders; that the members to serve on the said committee be appointed by the Whip of each party depositing with the Clerk of the House a list of his or her party’s members of the committee no later than five sitting days following the adoption of this motion; that the quorum of the special committee be seven members for any proceedings, provided that at least a member of the opposition and of the government party be present; that membership substitutions be permitted to be made from time to time, if required, in the manner provided for in Standing Order 114(2); and that the committee report its recommendations to this House within one year of the adoption of this motion.

5. souligne le rôle du Parlement en tant qu'institution démocratique essentielle et demande par conséquent que sa mission de contrôle soit renforcée et que le processus consultatif au sujet des projets de législation soit plus institutionnalisé; salue à cet égard l'adoption, le 5 mars 2015, de la loi révisée sur "le rôle du Parlement dans le processus d'intégration européenne de l'Albanie", de même que la résolution parlementaire, adoptée par consensus le 24 décembre 2014, par laquelle il a été décidé que l'opposition reprendrait ses activités parlementaires tandis que la majorité au pouvoir chercherait à parvenir à un consensus avec l'opposition au sujet des réformes importantes, que les décisions de la Cour constitutionnelle seraient respectées et que la question des personnes aux antécédents judiciaires titulaires ou candidates à des fonctions officielles serait examinée; demande son application rapide dans un esprit constructif; invite tous les partis politiques à renforcer le consensus démocratique, qui est essentiel pour avancer dans la voie de l'adhésion; estime important que toute la société civile de l'Albanie ainsi que les médias et les citoyens tiennent leurs dirigeants pour responsables des conséquences de certaines politiques;
5. Underlines the role of the parliament as a key democratic institution and calls therefore for a strengthening of its oversight role and for ensuring a more institutionalised consultation process on draft legislation; welcomes in this regard the adoption on 5 March 2015 of the reviewed law ‘On Parliament’s role in the European integration process of Albania’ as well as the consensual parliamentary resolution of 24 December 2014 in which it was agreed that the opposition would return to parliamentary work while the governing majority would seek consensus with the opposition on important reforms, that the decisions of the Constitutional Court (CC) would be respected and the issue of people with criminal records holding or running for public office addressed; calls for its proper and timely implementation in a constructive manner; calls on all political parties to improve democratic consensus-building, which is the key to advancing in the accession process; considers it important that Albania’s civil society, media and citizens hold their leaders accountable for specific policy outcomes;
