In my view, the basic problem, and I am determined to say it because I opposed this decision, lies not in any opposition between two cities, but rather in the opposition between two visions of Europe. There is the centralising vision, which wants to concentrate on a single place, Brussels, on the grounds of alleged rationality, of self-styled efficacy, a technocratic vision if you like, and then there is the decentralised, pluralist vision, the vision of a multi-dimensional Europe which has to be able to work from several centres of decision-making, thereby recognising and respecting the cultural diversities and identities of which it is composed.

Le dernier, sur lequel je serai beaucoup plus court : il a été question de démocratie ; je tiens à dire que la démocratie ne consiste pas, pour certains partis majoritaires, à s'approprier des avantages matériels au détriment de leur opposition et à s'arroger également le droit d'en priver cette opposition sur des motifs idéologiques qu'ils décident eux-mêmes.
My second and final point, which I shall discuss much more briefly, is that this is a question of democracy. I must say that democracy does not consist of those parties that have a majority gaining material advantages over the opposition and, furthermore, of assuming the right to deny the opposition these advantages for ideological reasons of their own.

Au nom de l'opposition, je tiens à dire que, tant que le gouvernement n'aura pas vraiment compris—plutôt que de se contenter de formuler des platitudes—l'impact négatif de ses politiques fiscales sur notre économie, nos familles et nos petites entreprises, l'opposition continuera de parler haut et fort en faveur des allégements fiscaux et de la réforme fiscale.
On behalf of the opposition I want to say that until the government finally begins to truly understand—and not just mouth platitudes about it—the negative impact that its tax policies have on our economy, our families and our small businesses, this opposition will continue to be a clarion voice for tax relief and tax reform.
