Notre opposition au rapport est due au fait qu'un certain nombre de propositions considèrent comme un fait acquis la collaboration supranationale au sein de l'UE dans les secteurs de la politique étrangère, de la défense et de la sécurité ainsi que dans les secteurs concernant des questions institutionnelles, juridiques et intérieures.
Our opposition is due to the fact that a number of the proposals in the report take supranational cooperation on, for example, defence, security and foreign policy, as well as on areas of institutional, legal and internal concern as something that goes without saying in the EU.

Comment voulez-vous qu'on participe d'une façon sérieuse à un débat aussi fondamental que celui-ci dans des conditions pareilles? Ce débat visant à la reconduction, si je puis dire-même si la motion mentionne «vise à prendre note»-du mandat du Canada en ce qui concerne les opérations de maintien de la paix en ex-Yougoslavie va un peu en contradiction avec les conclusions du rapport du Comité mixte spécial chargé de la révision de la politique de défense du Canada et particulièrement du rapport dissident qui avait été produit par le Bloc québécois à l'époque et qui visait à faire en sorte qu'on puisse définir un certain nombre de modalités et de critères quant à notre participation aux opérations de maintien de la paix et ne pas avoir à décider à la pièce, au compte-goutte, comme disait le chef de l'opposition, de notre participation aux opérations de maintien de la paix.
This debate aimed at renewing-even if the motion talks of ``taking note'' of-Canada's peacekeeping mandate in the former Yugoslavia is somewhat inconsistent with the conclusions of the Special Standing Committee Reviewing Canada's Defence Policy and especially the dissenting report drafted at that time by the Bloc, which defines a number of criteria to be met for our participation in peacekeeping operations instead of making decisions on a piecemeal basis, as the Leader of the Opposition said.
