It was not until the mid-1990s and the advent of qualified majority voting that the Council was able to adopt the first building blocks of a common maritime safety policy, including the organisation at Community level of stricter application of international conventions and the adoption of measures of a specifically Community nature in cases where the IMO standards were non-existent or inadequate.
