15. se félicite de la ratification par l'Équateur des huit conventions fondamentales de l'OIT; insiste sur l'importance d'une ratification rapide et de l'application effective de toutes les conventions de l'OIT par l'Équateur et par tous les États membres de l'Union; regrette que l'Équateur n'ait pas encore ratifié la convention nº 129 de l'OIT et invite la Commission à soutenir les efforts consentis par l'Équateur pour faire avancer le processus de sa mise en œuvre effective; demande au gouvernement équatorien de se conformer aux recommandations du comité d'experts de l'OIT relatives à l'application des conventions nº 87 et nº 98 de l'OIT et souligne qu'il importe, dans un souci d'indépendance, d'efficacité et de respect des convictions, que les travailleurs puissent changer d'affiliation syndicale ou créer de nouveaux syndicats, et rappelle en particulier que l'OIT a demandé au gouvernement équatorien d'arrêter les mesures législatives nécessaires de sorte à se conformer aux dispositions de l'article 2 de la convention;

Welcomes the fact that Ecuador has ratified all eight fundamental ILO conventions; insists on the importance of swift ratification and effective implementation of all ILO conventions by Ecuador and all the EU Member States; regrets that Ecuador has not yet ratified ILO Convention 129, and calls on the Commission to support the efforts of Ecuador to progress in the effective application thereof; calls on the Ecuadorian Government to follow the recommendations of the ILO’s Committee of Experts for effective application of ILO Conventions 87 and 98 and emphasises the importance of the possibility for workers to be able to change or establish new trade unions, for reasons of independence, effectiveness and ideological affinity, and recalls in particular that the ILO has requested that the Ecuadorian Government take the legislative action necessary to comply with the provisions of Article 2 of the Convention;

Notes with great concern that, according to the ILO, around 21 million men, women and children around the world are in a form of slavery; highlights the need to address human rights in a holistic and indivisible manner by emphasising and making a strong and binding commitment to both civil and political rights and economic, social, cultural and environmental rights, since without these rights there can be no development; stresses the need to tackle the root causes of poverty; highlights the obligation to respect international labour standards, in line with the fulfilment of the ILO Decent Work Agenda; takes the view that social issues should have a more central place in the EU’s external relations; considers it regrettable, in this context, that the EU does not have a standard format for a ‘social clause’ to be inserted in all external trade agreements; urges the EU, accordingly, to incorporate a chapter on development and a social clause reflecting ILO core labour standards into all its external trade agreements;

La contribution du CESE au débat de l'Organisation internationale du travail (OIT), sous forme d'avis d'initiative, apporterait une valeur ajoutée et permettrait à la société civile de l'UE de faire parvenir un message politique fort concernant la nécessité de lutter contre le travail forcé, en insistant sur l'importance de mettre à jour les conventions actuelles de l'OIT et d'appliquer des mesures de prévention et de protection.
The EESC's contribution to the International Labour Organisation (ILO) debate with an own-initiative opinion would bring added value, sending a high-level political message from EU civil society regarding the need to fight forced labour, insisting on the need to update the existing ILO conventions and implement preventive and protective measures.

Welcomes the fact that Colombia and Peru have ratified all eight fundamental ILO conventions plus three of the four governance conventions, as stated by the ILO representative at the public hearing held by the Committee on International Trade on the Trade Agreement at the European Parliament in Brussels on 29 February 2012; insists on the importance of swift ratification and effective implementation of all such ILO conventions, especially C122 in the case of Colombia and C129 in the case of Peru; underlines to all parties the importance of ratifying ILO Convention 135 on workers' representatives; notes in this context that 24 EU Member States have still not ratified ILO C169, the Indigenous and Tribal Peoples Convention;

Le Conseil a souligné qu'il soutenait la résolution de la Conférence générale de l'OIT, qui a pris effet en novembre 2000, et a insisté sur la nécessité, pour les autorités de la Birmanie/du Myanmar, de coopérer pleinement avec l'OIT afin de faire cesser, de manière vérifiable et définitive, la pratique du travail forcé.

It should be emphasized, however, that penalties would be applied only where flagrant and persistent abuses were reported and where technical assistance, advice, and proposals from the ILO aimed at correcting the situation yielded no results, even after considerably long periods.

Donc, nous demandons au Canada d'insister pour qu'à la prochaine ronde de négociations, on poursuive les discussions afin de définir les contours d'une véritable collaboration entre l'OIT et l'OMC.
Consequently, we ask that Canada insist upon continuing discussions during the upcoming round of negotiations with a view to defining true co-operation between the ILO and the WTO.
