(16a) Joint Technology Initiatives on bio-based industries should be based on a grass-roots approach, which is of enormous importance for making use of the potential of all regions, and, in particular, on supporting local and regional actions while remaining in constant contact with the local and regional authorities. This should increase public awareness of the importance of the bio-economy and of the enormous benefits that it brings. It should draw on the specialised knowledge of the regions, step up cooperation between science, enterprises and public authorities within the so-called ‘Triple Helix’, which aims to construct an open and expansive economy, to facilitate the cross-border flow of investments and to encourage effective cooperation, the basis of which is competitive complementarity and the optimal use of research infrastructure between scientific facilities, as well as between scientific facilities and businesses.

The Commission Communication of 10 October 2012 entitled ‘A Stronger European Industry for Growth and Economic Recovery’ confirms the strategic importance of bio-based industries for the future competitiveness of Europe, as identified in the Commission Communication of 21 December 2007 entitled ‘A lead market initiative for Europe’, and stresses the need for the BBI Initiative.

Étant donné que l’objectif du présent règlement, à savoir le renforcement de la recherche et de l’innovation industrielles dans l’ensemble de l’Union par le biais de la mise en œuvre de l’ITC Bio-industries par l’EC Bio-industries, ne peut pas être atteint de manière suffisante par les États membres mais peut, pour éviter tout double emploi, conserver une masse critique et assurer une utilisation optimale des fonds publics, l’être mieux au niveau de l’Union, celle-ci peut prendre des mesures, conformément au principe de subsidiarité consacré à l’article 5 du traité sur l’Union européenne.
Since the objective of this Regulation, namely the strengthening of industrial research and innovation across the Union by means of the implementation of the BBI Joint Initiative by the BBI Joint Undertaking, cannot be sufficiently achieved by the Member States, but can rather, by reason of avoiding duplication, retaining critical mass and ensuring that public financing is used in an optimal way, be better achieved at the Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

(13) L'objectif de l'ITC Bio-industries est de mettre en œuvre un programme d'activités de recherche et d'innovation en Europe – la bio-industrie constituant une pierre angulaire de la bio-économie en termes de stimulation de la croissance économique et de la création d'emplois – qui permettra d'évaluer quelles sont les bioressources renouvelables disponibles et utilisables pour la production de matériaux bio-sourcés et qui, sur cette base, soutiendra la création de chaînes de valeur bioéconomiques durables.
(13) The objective of the Joint Technology Initiative on Bio-based Industries is to implement a programme of research and innovation activities in Europe, bio-industries represent a cornerstone of bio-economy in terms of stimulating economic growth and creating jobs, that will assess the availability of renewable biological resources that can be used for the production of bio-based materials and on that basis support the establishment of sustainable bio-based value chains.
