Supports further European Union financial support for Iraq's reconstruction and urges the Council to use the flexibility instrument to implement that commitment without reducing expenditure on other areas of EU external action; insists however that before any decision is taken on the amounts to be accorded for the 2005 budget, the Commission should present an evaluation of the functioning of the International Reconstruction Fund through which last year's EU funds have been channelled and of methods of guaranteeing that the requested sums for reconstruction can be successfully implemented in the prevailing security situation;

- (IT) Monsieur le Président, j'ai voté avec conviction contre la résolution sur l'Irak, adoptée grâce aux votes d'une coalition rouge-verte, au nom de la jeune Europe des peuples libres qui ne se reconnaissent pas dans la vieille politique de compromis, dans un pacifisme feint et hypocrite qui ferme les yeux devant la terrible menace pour la sécurité de notre Europe que constitue le régime Saddam, auquel un véritable conflit de civilisation nous oppose.
– (IT) Mr President, I voted with determination against the resolution on Iraq – which was adopted with the votes of a red-green coalition – on behalf of that young Europe of free peoples that certainly do not identify with the old, compromise politics and false, hypocritical pacifism where eyes are closed to the dreadful risk to European security posed by Saddam’s regime, which threatens us with a true clash of cultures.
