Le ministre de l’intégration européenne a intensifié son rôle en tant que coordinateur de l’agenda européen et des bailleurs de fonds et a demandé avec insistance que les réformes soient accélérées.
The Ministry of European Integration has strengthened its role as coordinator of the European agenda and donors, and pressed to accelerate reforms.

Welcomes the progress in the reform of public administration; stresses that more efforts should be put into the creation of an independent civil service, to this end calls for the introduction of a merit-based career system, including a professional and transparent hiring process and effective human resources management, and draws attention, in this context, to the detrimental practice of hiring staff in ways which do not accord with the Law on Civil Servants, often on the basis of political connections; draws attention to the underrepresentation of national minorities in public administration and the courts, as well as in state-owned companies; draws attention to the continuous need for capacity-building of the administration, at both national and local level, calls for further strengthening of capacity and coordination of public administration in the field of EU integration and calls on the Commission to continue to assist the authorities to this end, in coordination with other donors;

15. réaffirme son engagement à l'égard de l'élargissement en tant qu'occasion historique de garantir la paix, la sécurité, la stabilité, la démocratie et l'État de droit, de même que la croissance économique et la prospérité en Europe; réaffirme sa conviction que l'élargissement doit aller de pair avec l'approfondissement de l'Union pour que les objectifs du processus d'intégration européenne ne soient pas compromis;

Reaffirms its commitment to enlargement as an historic opportunity to ensure peace, security, stability, democracy and the rule of law, as well as economic growth and prosperity in Europe; reaffirms its conviction that enlargement must go hand in hand with the deepening of the Union, if the objectives of the European integration process are not to be jeopardized;

19. insiste pour que les décisions qui ont déjà été prises ne soient pas mises en cause et pour que les conclusions des réunions du Conseil européen des 17 et 18 juin, ainsi que des 16 et 17 décembre 2004 et le traité d'adhésion de la Bulgarie et la Roumanie soient honorées et mises en œuvre dans leur totalité et leur intégralité; souligne, dans le même temps, que les pays candidat s et les nouveaux pays adhérents doivent assurer la mise en œuvre intégrale et le respect des accords conclus; souligne que la période de réflexion sur le traité pour une constitution européenne et l'avenir du processus d'intégration européenne devrait également inclure une évaluation sur l'élargissement à venir de l'Union européenne;
19. Insists that no doubt should be created on decisions already taken and that the conclusions of the European Council meetings of 17 and 18 June and of 16 and 17 December 2004 as well as the Accession Treaty with Bulgaria and Romania should be honoured in their entirety and be fully and completely implemented; emphasises at the same time that the candidate and accession countries must also fully implement and adhere to the agreements concluded; stresses that the period of reflection on the Treaty establishing a Constitution for Europe and the future of the European integration process should also include an assessment of the further process of enlargement of the European Union;
