Le cadre de la politique de cohésion proposé par la Commission prévoit une allocation minimale pour le volet «inclusion sociale et pauvreté», un meilleur accès aux fonds et une amélioration de leur coordination et de leur intégration, un financement prioritaire de l’intégration des communautés marginalisées comme celle des Roms et des exigences ex ante en matière de conditionnalité, subordonnant les investissements au titre des Fonds structurels à l’existence d’une stratégie nationale d’intégration des Roms conforme au cadre de l’UE.
The Cohesion Policy Framework proposed by the Commission includes a minimum allocation for social inclusion and poverty, improved access to funds and their better coordination and integration, and an investment priority dedicated to the integration of marginalised communities such as the Roma and ex-ante conditionality requirements making Structural Funds investments conditional upon the existence of a National Roma Integration Strategy in line with the EU Framework.

Recognises that Roma communities face discrimination and/or frequent prejudice in several Member States and that this situation is exacerbated by the current economic and financial crisis, resulting in loss of employment; stresses that the inclusion of the Roma population is both the responsibility of all the Member States and the EU institutions; calls on the Member States to fully cooperate with the EU and representatives of the Roma population in setting up integrated policies, making use of all the EU financial resources available under the EU funds, and in particular under the ERDF, ESF and EAFRD, to promote Roma inclusion at national, regional and local level; invites the Commission to pay particular attention to requests for technical assistance in a bid to improve the effectiveness of all available instruments for the integration of Roma communities;

63. reconnaît que, les communautés roms représentant des groupes extrêmement hétérogènes, il est impossible d'élaborer une stratégie unique; recommande donc que les autorités locales et régionales des États membres proposent de réelles politiques d'intégration, différentes selon le contexte spécifique (géographique, économique, social, culturel); recommande à la Commission de mettre à profit l'expérience des autorités publiques qui ont contribué activement à l'intégration des communautés roms et d'encourager les bonnes pratiques et les modèles de réussite en termes d'inclusion sociale des Roms;
63. Recognises that Roma communities are extremely heterogeneous groups, with the consequence that there can be no single strategy; recommends therefore that the local and regional authorities of the Member States propose effective integration policies that should differ according to their specific backgrounds (geographical, economic, social, cultural); recommends that the Commission make use of the experience acquired by those authorities which have actively contributed to the integration of Roma communities and encourages the use of best practices and recipes for success, with a view to achieving their social inclusion;
