Notes that the estimated 2013 budget figure for the interpretation DG is EUR 58 000 000, of which EUR 53 000 000 is directly linked to interpretation services; asks to be informed in detail and on a regular basis about the concrete results of the ‘Resource-efficient full multilingualism’ initiative as regards the 2013 budget, in particular in terms of expected cost reductions or increases;

Welcomes the fact that Parliament’s estimates of revenue and expenditure for the financial year 2014 propose reducing interpretation costs by 23 % during an election year, compared with the 2013 budget figure of EUR 58 000 000; asks for detailed information proving that the proposed cuts are feasible and that the excellent quality of interpretation can be maintained;

Notes the marked increase in the appropriation entered against Item 1402 ("Conference interpreters"), as well as the increase in the appropriation entered against Article 142 ("Outside services"); acknowledges that part of the increase is due to the employment of freelance interpreters, the logistical problem of having all meetings spread over a relatively short period of 3 days per week and the allocation of EUR 4 700 000 for freelance interpreters and translators due to the accession of Bulgaria and Romania; considers however that this does not fully explain the increase and calls on the Secretary-General to submit a more detailed explanation for this expenditure; has decided, pending submission of more detailed information explaining the substantial increase in the appropriations for Item 1402 ("Conference interpreters"), to place an amount of EUR 2 000 000 in Chapter 100 ("Provisional appropriations");

Outre de nombreuses activités d’information et d’aide à la formation, la DG Interprétation a organisé, ces six dernières années, des tests annuels d’accréditation interinstitutionnels destinés aux interprètes indépendants dans presque tous les nouveaux États membres.
Apart from carrying out extensive information activities and contributing to training, DG Interpretation has held annual Institution-wide accreditation tests for freelance interpreters in practically all the new Member States for the past six years.

When it adopted its common position, the Council decided to disclose the following statements: (i) Statement on the recital referring to the general principle of open access to networks: "The Council and the Commission note that, according to the conclusions of the G7 Ministerial Conference on the Information Society, open access should be regulated by a framework preventing the abuse of dominant positions and constituting part of a future comprehensive regulatory framework for information services in a liberalized market structure, comprising competition in the field of services and infrastructures, the supply of universal services, the interconnectability of networks and a fair and effective system for issuing licences" (ii)Statement on the provision whereby Member States shall facilitate the transfer of wide-screen television services already in operation to digital transmission networks open to the public: "The Council TAKES NOTE of the statement made by the Commission during the debate on the adoption of this amendment in the European Parliament, to the effect that it interprets this text as not imposing binding obligations on Member States regarding the transfer of wide- screen television services already in operation to digital transmission networks open to the public and it ENDORSES that interpretation.
