vu l'accord interne entre les représentants des gouvernements des États membres de l'Union européenne, réunis au sein du Conseil, relatif au financement de l'aide de l'Union européenne au titre du cadre financier pluriannuel pour la période 2014-2020 conformément à l'accord de partenariat ACP-UE et à l'affectation des aides financières destinées aux pays et territoires d'outre-mer auxquels s'appliquent les dispositions de la quatrième partie du traité sur le fonctionnement de l'Union européenne (1) (ci-après dénommé l'«accord interne»), et notamment son article 1er, paragraphe 7, et son article 8, paragraphe 4,
Having regard to the Internal Agreement between the Representatives of the Governments of the Member States of the European Union, meeting within the Council, on the financing of European Union aid under the multiannual financial framework for the period 2014 to 2020, in accordance with the ACP-EU Partnership Agreement, and on the allocation of financial assistance for the Overseas Countries and Territories to which part Four of the Treaty on the Functioning of the European Union applies (hereinafter referred to as ‘Internal Agreement’) (1), and in particular Articles 1(7) and 8(4) thereof,

G. considérant que Daech a lancé des campagnes méthodiques d'épuration ethnique dans le nord de l'Iraq et de la Syrie en se livrant notamment, à l'encontre de minorités ethniques et religieuses, à des crimes de guerre et à des violations flagrantes du droit international humanitaire, notamment des exécutions sommaires collectives et des enlèvements; que les Nations unies ont déjà fait état d'assassinats ciblés, de conversions de force, de rapts, de viols, d'enlèvements, de cas de trafic et de traite des femmes, de réduction en esclavage des femmes et des enfants, de recrutements d'enfants destinés à commettre des attentats-suicides, d'agressions physiques et sexuelles ainsi que d'actes de torture; que les minorités ethniques et religieuses, notamment les communautés chrétiennes, kurdes, yézidies, turkmènes, chabaks, kaka'e, sabéennes et chiites, de même que de nombreux Arabes et musulmans sunnites, sont la cible de Daech;
G. whereas ISIL/Daesh has launched systematic campaigns of ethnic cleansing in northern Iraq and Syria, carrying out war crimes and gross violations of international humanitarian law, including mass summary killings and abductions, against ethnic and religious minorities; whereas the UN has already reported on targeted killings, forced conversions, abductions, the rape, smuggling and kidnapping of women, the slavery of women and children, the recruitment of children for suicide bombings, and sexual and physical abuse and torture; whereas ethnic and religious minorities, including Christian, Kurdish, Yazidi, Turkmen, Shabak, Kaka’i, Sabean and Shia communities, as well as many Arabs and Sunni Muslims, have been targeted by ISIL/Daesh;

Aux fins du présent article, l'accès au marché maritime international comprend notamment le droit, pour les fournisseurs de services de transport maritime international de chacune des parties, d'organiser des services de transport international porte à porte comportant un trajet maritime et de passer un contrat direct avec des fournisseurs locaux de modes de transport autres que le transport maritime sur le territoire de l'autre partie, sans préjudice des restrictions de nationalité applicables en matière de transport de marchandises et de passagers par ces autres modes de transport.
3. For the purpose of this Article, access to the international maritime market shall include, inter alia, the right for international maritime transport providers of each Party to arrange door-to-door transport services involving a sea leg, and to this effect to directly contract with local providers of transport modes other than maritime transport on the territory of the other Party without prejudice to applicable nationality restrictions concerning the carriage of goods and passengers by those other transport modes.

10. appelle l'attention sur l'article 2 de l'accord d'association UE-Israël et invite Israël à respecter les droits de l'homme et le droit humanitaire international, et notamment les dispositions relatives à la protection des civils sous occupation; croit fermement que le renforcement des relations entre l'Union européenne et Israël devrait être conforme et lié au respect par Israël des obligations qui lui incombent en vertu du droit international, et notamment des droits de l'homme et du droit humanitaire en vigueur au plan international;
10. Recalls Article 2 of the EU-Israel Association Agreement, and calls on Israel to comply with international human rights and humanitarian law, with special regard to provisions relative to the protection of civilians living under occupation; expresses its strong belief that the upgrading of EU-Israel relations should be consistent with and linked to Israel's abiding by its obligations under international law, notably as regards international human rights and humanitarian law;
