Believes that external financing instruments provide tools to address, in a multifaceted manner and alongside their respective objectives, the root causes of those internal security and migration challenges which are at the core of next year's budget, with particular reference to the southern and eastern borders of the Union and more generally to conflict-stricken areas; points, in particular, to the Development Cooperation Instrument and the European Neighbourhood Instrument, but also to policies undergoing more moderate increases such as humanitarian aid, the Instrument contributing to Stability and Peace, Common Foreign and Security Policy, and the European Instrument for Democracy and Human Rights; calls on the Commission to clearly identify areas which can help in coping with those topical challenges and where potential reinforcements can be efficiently absorbed; in this respect, recalls the importance of providing assistance in reducing and eventually eradicating poverty, and of the need to keep human rights, gender equality, social cohesion and the fight against inequalities at the core of the EU’s external aid activities;

The Commission shall implement this Decision at Union level, in particular by adopting the necessary financing decisions in accordance with the Regulations establishing the instruments for financing external action relevant to the actions concerned, namely the Development Cooperation Instrument, the European Instrument for Democracy and Human Rights, as established by Regulation (EU) No 235/2014 of the European Parliament and of the Council (8), the European Neighbourhood Instrument, the Instrument contributing to Stability and Peace, as established by Regulation (EU) No 230/2014 of the European Parliament and of the Council (9), the Instrument for Pre-accession Assistance, as established by Regulation (EU) No 231/2014 of the European Parliament and of the Council (10), and the Partnership Instrument for cooperation with third countries, as established by Regulation (EU) No 234/2014 of the European Parliament and of the Council (11) (‘the instruments for financing external action’).

1. This Regulation establishes an instrument (the ‘Instrument contributing to Stability and Peace’) which provides, for the period from 2014 to 2020, direct support for the Union's external policies by increasing the efficiency and coherence of the Union's actions in the areas of crisis response, conflict prevention, peace-building and crisis preparedness, and in addressing global and trans-regional threats.

This Regulation lays down the rules and conditions for the provision by the Union of financial assistance to actions, including action programmes and other measures, under the following instruments for financing external action for the period from 2014 to 2020: the Development Cooperation Instrument (DCI), the European Instrument for Democracy and Human Rights (EIDHR), the European Neighbourhood Instrument (ENI), the Instrument contributing to Stability and Peace, the Instrument for Pre-Accession Assistance (IPA II) and the Partnership Instrument for cooperation with third countries (hereinafter referred to jointly as ‘the Instruments’ and individually as ‘the Instrument’).

Synergies, consistency and complementarity shall be sought with other relevant financial instruments of the Union, such as the Union Civil Protection Mechanism, established by Decision No 1313/2013/EU of the European Parliament and of the Council , Horizon 2020, established by Regulation (EU) No 1291/2013 of the European Parliament and of the Council , the third multiannual programme of Union action in the field of health, established by Regulation (EU) No ./2014 of the European Parliament and of the Council *, the European Union Solidarity Fund and the external aid instruments, namely the Instrument for Pre-accession Assistance (IPA II) established by Regulation (EU) No ./2014 of the European Parliament and of the Council ***, the European Neighbourhood Instrument established by Regulation (EU) No ./2014 of the European Parliament and of the Council , the Development Cooperation Instrument established by Regulation (EU) No ./2014 of the European Parliament and of the Council *, the Partnership Instrument for cooperation with third countries established by Regulation (EU) No ./2014 of the European Parliament and of the Council **, the European Instrument for Democracy and Human Rights established by Regulation (EU) No ./2014 of the European Parliament and of the Council *** and the Instrument contributing to Stability and Peace established by Regulation (EU) No ./2014 of the European Parliament and of the Council ****.

À la suite de la décision nº 1080/2011/UE, la Commission a créé une plateforme de l'UE de financement en mixage pour la coopération extérieure, afin d'optimiser le fonctionnement des mécanismes permettant de combiner les dons et les prêts à l'extérieur de l'Union, en particulier au niveau de la mise en œuvre du budget général de l'Union et des prêts de la BEI respectivement, et d'échanger les bonnes pratiques en matière de gouvernance et de critères d'évaluation au niveau des projets.
With a view to enhancing the coherence of overall Union support in the regions concerned, opportunities should be seized to combine EIB financing with Union budgetary resources when and as appropriate, in the form of financial instruments provided for in Title VIII of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council and technical assistance for project preparation and implementation, through the Instrument for Pre-Accession Assistance II established by Regulation (EU) No ./2014 of the European Parliament and of the Council * , the European Neighbourhood Instrument established by Regulation (EU) No ./2014 of the European Parliament and of the Council ** , the Development Cooperation Instrument established by Regulation (EU) No ./2014 of the European Parliament and of the Council *** , the Partnership Instrument for cooperation with third countries established by Regulation (EU) No ./2014 of the European Parliament and of the Council **** , the Instrument for the promotion of Democracy and Human Rights worldwide established by Regulation (EU) No ./2014 of the European Parliament and of the Council ***** , the Instrument contributing to stability and peace established by Regulation (EU) No ./2014 of the European Parliament and of the Council ****** , and the Instrument for Nuclear Safety Cooperation established by Council Regulation (EU) No ./2014 .Following Decision No 1080/2011/EU, the Commission established an EU Platform for Blending in External Cooperation with a view to optimising the functioning of mechanisms for the blending of grants and loans outside the Union in particular in implementing the general budget of the Union and EIB loans respectively, and exchanging best practices on governance and on evaluation criteria at project level.
