[8] Dans sa communication sur l'initiative intitulée «Une Europe efficace dans l'utilisation des ressources», qui s'inscrit dans le cadre de la stratégie Europe 2020, la Commission a souligné la nécessité d'une coopération étroite avec les partenaires essentiels, notamment ceux du voisinage.

Horizon 2020 devrait, à travers sa mise en œuvre, fournir une contribution directe à la primauté industrielle, à la croissance et à l'emploi, ainsi qu'au bien-être des citoyens en Europe et concrétiser la vision stratégique décrite par la Commission dans sa communication du 6 octobre 2010 intitulée "Initiative phare Europe 2020 - Une Union de l'innovation", dans laquelle la Commission s'engage à simplifier radicalement l'accès des participants.
Horizon 2020 should be implemented with a view to contributing directly to creating industrial leadership, growth and employment as well as citizens' welfare in Europe, and should reflect the strategic vision of the Commission Communication of 6 October 2010 entitled "Europe 2020 Flagship Initiative Innovation", in which the Commission commits itself to radically simplify access for participants.

In light of the Commission Communication of 6 October 2010 entitled ‘European 2020 Flagship Initiative: Innovation Union’ and the Commission Communication of 7 December 2011 entitled ‘An action plan to improve access to finance for SMEs’, it is important to ensure the effectiveness of public schemes across the Union to support the venture capital market, and the coordination and mutual coherence of different Union policies aimed at fostering innovation, including policies on competition and research.

La nécessité de promouvoir la libre circulation des connaissances et des innovations dans le marché intérieur est un élément important de la stratégie Europe 2020, comme l'a souligné la Commission dans sa communication intitulée «Europe 2020: une stratégie pour une croissance intelligente, durable et inclusive», dont l'une des initiatives phares est l'élaboration d'une stratégie numérique pour l'Europe.
The need to promote free movement of knowledge and innovation in the internal market is an important component of the Europe 2020 Strategy, as set out in the Communication from the Commission entitled ‧Europe 2020: A strategy for smart, sustainable and inclusive growth‧, which includes as one of its flagship initiatives the development of a Digital Agenda for Europe.

Dans sa communication du 3 mars 2010 intitulée «Europe 2020 — Une stratégie pour une croissance intelligente, durable et inclusive», la Commission énonce parmi ses priorités le développement d'une économie fondée sur la connaissance et l'innovation (ci-après dénommée «une croissance intelligente»), et met en avant une initiative phare (Jeunesse en mouvement) dont l'objectif est de renforcer la performance et l'attractivité internationale des établissements d'enseignement supérieur européens et d'accroître la qualité globale de tous les niveaux d'éducation et de formation au sein de l'Union, combinant à la fois excellence et équité, en promouvant la mobilité des jeunes et en améliorant leur situation face à l'emploi.
In its communication of 3 March 2010 entitled ‘Europe 2020 — A European strategy for smart, sustainable and inclusive growth’, the Commission set out as one of its priorities the development of an economy based on knowledge and innovation (‘smart growth’), and highlighted a flagship initiative (‘Youth on the Move’) in order to enhance the performance and international attractiveness of Europe's higher education institutions and to raise the overall quality of all levels of education and training in the Union, combining both excellence and equity, by promoting the mobility of young people and improving their employment situation.
