De plus, le Parlement européen juge opportun de simplifier l’approche à l’égard de l’objectif 2. Nous jugeons également opportun que les initiatives EQUAL, Leader et URBAN qui existaient jusqu’à présent soient intégrées dans les programmes de base de l’Union européenne et que l’unique initiative communautaire subsistante, qui pourrait être qualifiée de nouvel objectif 3, soit l’initiative Interreg sur la coopération transfrontalière, que nous considérons comme un complément à la coopération et au développement à l’échelle européenne.
The European Parliament also considers that it is right to simplify the approach to Objective 2 and we also consider it right that the initiatives we have known so far – Equal, Leader and Urban – are being integrated into the basic programmes of the European Union and that the only Community initiative left, as a new Objective 3 if you will, is the Interreg initiative on cross-border cooperation, which we see as an addition to cooperation and development at European level.

Il me paraît important que cette initiative communautaire puisse débuter à temps et que le présent rapport dispose d’un large soutien au sein de cette Assemblée, afin que la Commission soit également tenue de prendre les propositions constructives du Parlement en considération. Les moyens destinés à EQUAL ont en effet été mis en réserve par le Parlement européen, et ce afin que les attentes des parlementaires puissent également se répercuter dans l’initiative communautaire.
I believe that it is important for the Community initiative to be able to begin on time and therefore for the report to receive overwhelming support so that the Commission is also obliged to take into consideration the constructive proposals made by the European Parliament, because Parliament put the appropriations for EQUAL in the reserve precisely so as to ensure that Members’ ideas were also reflected in this Community initiative.

A ce titre la Commission propose que chacune des quatre initiatives soit dotée d'un véritable réseau européen. Celui-ci devrait être financé en prélevant sur la somme globale allouée à chaque initiative pour la période 2000-2006, c'est-à-dire 50 millions d'euros sur les budgets respectifs de INTERREG et EQUAL, 40 millions d'euros sur celui de LEADER et 15 millions d'euros sur celui d'URBAN.
The Commission is proposing that each of the four Initiatives should be matched with a genuinely Europe-wide network, to be funded from the overall amount allocated to each Initiative in 2000-06, i.e. EUR 50 million each from the INTERREG and EQUAL budgets, EUR 40 million from the LEADER budget and EUR 15 million from the budget for URBAN.
