- (IT) Monsieur le Président, tout en reprenant certains des thèmes déjà évoqués par notre collègue Alavanos, je voudrais contribuer au débat en axant mon intervention sur la description de certains aspects du cadre dans lequel nous nous trouvons et sur lequel l'initiative "e-Learning" aura des répercussions, à mon avis, en précisant deux aspects fondamentaux, lesquels constituent, je crois, les mérites principaux des deux documents de la Commission : la communication, d'abord, et le plan d'action, ensuite.
– (IT) Mr President, at the risk of going back over some of the ground already covered by Mr Alavanos, I would like to contribute to the debate, in particular by using my speech to describe certain aspects of the scenario in which we are currently placed and which I feel e -Learning will influence by placing the spotlight on two fundamental elements. Moreover, I see these elements as the principal merits of the two Commission documents: the communication and the action plan.

(7) Dans sa résolution du 15 mai 2001 sur les communications susmentionnées de la Commission sur l'initiative et le plan d'action e-learning, le Parlement européen a reconnu que l'initiative e-learning contribue à renforcer l'idée d'un "espace unique européen de l'éducation" complémentaire à l'espace européen de la recherche et au marché unique européen, et demandant qu'elle soit mise en œuvre de manière indépendante dans le cadre d'un nouveau programme spécifique, doté d'une base légale claire, évitant les doubles emplois avec des programmes existants et assurant une meilleure visibilité et une valeur ajoutée à l'action communautaire.
(7) In its resolution of 15 May 2001 on the abovementioned Commission communications on the eLearning initiative and action plan, the European Parliament recognised that the eLearning initiative is helping to strengthen the idea of a "single European educational area", which complements the European research area and the European single market, and calling for it to be developed independently under a new specific programme, with a clear legal basis, avoiding duplication with existing programmes and providing more visibility and added value to Community action.

Calls on the Commission to define indicators to monitor the development of e-Learning, including indicators monitoring the equality of children's access to information and communication technologies regardless of geographical, social or cultural inequalities; these indicators will give the Member States better information on their results in implementing e-Learning;

L'objectif principal de l'initiative "e-Learning - Penser l'éducation de demain" est de mobiliser les communautés éducatives et culturelles ainsi que les acteurs économiques et sociaux en Europe afin d'accélérer l'innovation et les changements dans les systèmes d'éducation et de formation. e-Learning a été élaborée pour répondre à la demande, formulée par le Conseil européen de Lisbonne, d'engager rapidement la Communauté vers une société de la connaissance et de reconnaître le potentiel que revêtent les technologies de l'information et de la communication (TIC) pour augmenter de manière innovatrice les normes en matière d'éducation et de formation. e-Learning a identifié quatre lignes d'action prioritaires : les infrastructures et l'équipement ; la formation ; les contenus et les services ; la mise en réseau des projets et initiatives y afférents au niveau européen.
The main objective of the "eLearning: Designing Tomorrow's Education" initiative is to mobilise the educational and cultural communities, as well as the economic and social players in Europe, in order to speed up innovation and change in the education and training systems. eLearning has been developed in response to the Lisbon European Council ’s request for the Community to move quickly towards a knowledge-based society and to the recognition of the potential of information and communication technologies (ICT) to raise educational and training standards in an innovative way. eLearning has identified four priority action lines : infrastructures and equipment; training; content and services, and the networking of relevant projects and initiatives at the European level.
