Les projets repris dans ce programme sont des projets transfrontaliers à forte dimension européenne qui, selon la Commission, sont à maturité, viables au plan financier et économique, peuvent faciliter l'investissement dans d'autres infrastructures et initiatives nationales et auront des retombées favorables considérables à long terme pour la croissance, l'emploi et l'environnement.
Projects in the Quick-start Programme are cross-border ones with a strong European dimension which, in the Commission's assessment, are mature, financially and economically viable, can facilitate investment in other national infrastructures and initiatives and which will deliver considerable long-term benefits for growth, jobs and the environment.

This can be done through a mix of measures e.g. infrastructure measures such as early deployment of grid infrastructures of electrical mobility, intelligent traffic management, better logistics, pursuing the reduction of CO2 emissions for road vehicles , for the aviation and maritime sectors including the launch of a major European "green" car initiative which will help to promote new technologies including electric and hybrid cars through a mix of research, setting of common standards and developing the necessary infrastructure support.

Calls on the Commission and the EEAS to increase their support for moves to open up regions by infrastructure development projects, for actions in favour of employment, especially of young people, for civil society at regional level, and for the reform of the judicial sector with a view to establishing the rule of law whilst respecting human rights and fundamental freedoms, as well as for reform of the social sectors (health, education and social protection), with special focus on gender, equity and vulnerable children;

(11) Europe's economic recovery should not be compromised by growing transport congestion, missing energy links, outdated energy systems, deficiency in energy supply and a slowing down of broadband penetration, incapacitation of telecommunication services due to infrastructure projects' difficulties in gaining access to long-term private finance or public funding.The Project Bonds Initiative in the framework of the EU 2020 partnership agreement shall provide a clear eligibility framework subject to enhanced democratic scrutiny as a proper means for achieving sustainable and countercyclical investments programmes consistent with EU social, climate and environmental objectives, while playing a catalytic role aiming at attracting private capital for long-term project.

Stresses the contribution of green infrastructure as a vital accompaniment to the Natura 2000 network, enhancing the coherence and resilience of the network, which serves the conservation of key species and habitats of Europe’s nature, and helping to maintain the delivery of ecosystem services estimated at several hundred billion euros per year; points, in this connection, to the complementarity between Natura 2000 legislation and the green infrastructure initiative;
