On the basis of that evaluation, the Commission shall submit, by 31 March 2014, a report to the European Parliament and to the Council, accompanied by a legislative proposal to amend Regulation (EC) No 1606/2002 and, where appropriate, by a legislative proposal on reform in the area of accounting and financial information.

Si, après avoir pris en compte les raisons avancées par les États membres, l'Agence estime qu'une de ces règles est incompatible avec les STI ou les MSC ou qu'elle ne permet pas d'atteindre les OSC, elle soumet un avis à la Commission dans les deux mois qui suivent la date à laquelle la Commission lui a transmis les règles.

If, after taking account of the reasons given by the Member State, the Agency considers that any of these rules either is incompatible with the TSIs or the CSMs or does not allow CSTs to be reached, it shall submit an opinion to the Commission within two months of transmission of the rules to the Agency by the Commission.

When proposing the list of projects to be co-financed to the Committee referred to in Article 13(1), the Commission shall provide a written explanation of how it had regard to the allocation criteria established in accordance with paragraph 2 of this Article and national annual priorities and comments submitted in accordance with paragraphs 4 and 6 of this Article, while respecting the objectives and criteria set out in Articles 1, 3 and 4.
