Requests that the Commission provide in the short term a report on the major challenges facing the steel industry in Europe, including social, economic and environmental aspects; recalls in this connection that, following the expiry of the Treaty establishing the European Coal and Steel Community, the Commission is entitled to address the economic and social impact of developments in the European steel industry; calls on the Commission to take on board positive experience, in particular as regards the tripartite strategic considerations and research;

30. rappelle que l'industrie sidérurgique européenne a réduit ses émissions totales de près de 25 % depuis 1990; observe que l'acier est entièrement recyclable sans perte de qualité; reconnaît que les produits sidérurgiques jouent un rôle important en faveur de la transition vers une économie efficace dans l'utilisation des ressources, à faibles émissions de carbone et fondée sur les connaissances; souligne qu'il importe de s'efforcer de réduire davantage les émissions totales de l'industrie sidérurgique;
30. Recalls that the European steel industry has reduced its total emissions by some 25 % since 1990; notes that steel is fully recyclable without loss of quality; acknowledges that steel products play an important role in enabling the transition to a knowledge-based, low-carbon and resource-efficient economy; stresses the importance of efforts to further reduce the steel industry’s total emissions;

4. signale que les résidus ferreux sont une matière première d'importance stratégique et salue les mesures prises par la Commission en vue d'améliorer le libre accès aux marchés des matières premières, notamment aux marchés du minerai de fer, du charbon à coke et des matériaux recyclables; estime qu'une telle liberté d'accès est essentielle pour assurer la compétitivité de l'industrie sidérurgique européenne au niveau mondial; insiste cependant sur le fait qu'il est nécessaire d'encourager par des mesures incitatives le recyclage de l'acier afin de rendre l'industrie sidérurgique européenne plus durable et plus indépendante vis-à-vis des importations de matières premières, d'accroître la productivité tout en soutenant l'innovation en matière de processus de production et en réduisant les incidences environnementales de la fabrication d'acier tout au long de la chaîne de production, ainsi que de stimuler la demande de produits de construction en acier durables; prie instamment la Commission d'élaborer dès à présent des normes relatives à la viabilité des produits de construction en acier (SustSteel);
4. Points out that ferrous scrap is a strategic raw material and supports the Commission’s action to improve freedom of access to raw materials markets, particularly markets for iron ore, coking coal and recyclable materials, and considers that such freedom of access is an important element for ensuring the competitiveness of the European steel industry in global terms; stresses, however, that steel recycling needs to be incentivised to make the EU steel industry more sustainable and more independent from imports of raw materials, to make production more efficient while fostering innovation with regard to production processes and reducing the environmental impact of steel manufacturing along the whole production chain, and in order to boost demand for sustainable steel construction products; urges the Commission to start standardisation activities related to sustainability for steel construction products (SustSteel);

14. souligne que, pour encourager davantage de dialogue social dans le secteur sidérurgique européen, il convient d'accorder une attention particulière aux particularités du secteur, telles que la pénibilité du travail de production de l'acier, les caractéristiques de la main-d'œuvre, les préoccupations environnementales, la multiplication des innovations technologiques et la restructuration en profondeur en cours dans l'industrie sidérurgique européenne;
14. Stresses that, to further promote social dialogue in the European steel industry, account must be taken of its specific characteristics, such as the arduous nature of the work involved in steel production, the character of the workforce, environmental concerns, the proliferation of technological innovations and the substantial restructuring under way in the European steel sector;

Il convient également de concentrer les efforts, dans l'immédiat, sur l'élaboration de politiques européennes durables en matière de climat, d'énergie et de commerce, qui garantissent la transition du secteur vers une économie peu gourmande en énergie, à faibles émissions de CO2 et utilisant efficacement ses ressources, sans que l'industrie sidérurgique européenne n'ait à en supporter la charge financière à elle seule.
Immediate focus must also be put on achieving sustainable European climate, energy and trade policies allowing the transition of the sector to a low carbon/energy- and resource-efficient economy without the cost burden being borne by the EU steel industry alone.
