Commission initiatives such as MEDIA 2007 (Decision No 1718/2006/EC of the European Parliament and of the Council of 15 November 2006 concerning the implementation of a programme of support for the European audiovisual sector (MEDIA 2007) (7)) and the Audio Visual Media Service Directive (Directive 2007/65/EC of the European Parliament and of the Council of 11 December 2007 amending Council Directive 89/552/EEC on the coordination of certain provisions laid down by law, regulation or administrative action in Member States concerning the pursuit of television broadcasting activities (8)) which aim at reinforcing the competitiveness of European audiovisual and content industry, would contribute to media literacy.

En application de l’article 4, paragraphe 1, de la décision 2005/56/CE de la Commission (2), l’agence exécutive «Éducation, audiovisuel et culture» (ci-après dénommée «l’agence») s’est vu confier la gestion de certains volets de programmes communautaires dans les domaines de l’éducation, de l’audiovisuel et de la culture, et plus particulièrement la gestion du programme de soutien au secteur audiovisuel européen (MEDIA 2007) (2007-2013), établi par la décision no 1718/2006/CE du Parlement et du Conseil (3), du programme d’encouragement au développement des œuvres audiovisuelles européennes (MEDIA Plus — développement, distribution et promotion) (2001-2006), établi par la décision 2000/821/CE du Conseil (4), et du programme de formation pour les professionnels de l’industrie européenne des programmes audiovisuels (MEDIA-formation) (2001-2006), établi par la décision no 163/2001/CE du Parlement européen et du Conseil (5).
Under Article 4(1) of Commission Decision 2005/56/EC (2), the Education, Audiovisual and Culture Executive Agency (hereinafter referred to as the Agency) has been entrusted with the management of certain strands of Community programmes in the fields of education, audiovisual and culture, and in particular with the management of the support programme for the European audiovisual sector MEDIA 2007 (2007-13), established by Decision No 1718/2006/EC of the Parliament and of the Council (3), the programme to encourage the development of European audiovisual works, MEDIA Plus — Development, Distribution and Promotion (2001-06), established by Council Decision 2000/821/EC (4), and with the training programme for professionals of the European audiovisual programme industry MEDIA-Training (2001-06), established by Decision No 163/2001/EC of the European Parliament and of the Council (5).

The European audiovisual industry showed a continuous significant trade deficit with the United States throughout the period 1996-2000 (more than 6 billion dollars, equivalent to approximately 250 000 jobs in 1997 [2]).
