The Commission has taken this opportunity to remind the Government of the Federal Republic of Germany that failure to meet its obligations regarding in particular the submission of a restructuring, rationalization and modernization plan, as required by the Decision of 30 March 1989, will, if continued, make it impossible for the Commission to take any decision on the German coal industry.

The implementation of such plans will be monitored and a review made in 1997; - the need to take account of social and regional consequences of any restructuring of the Community's coal industry; - the need for an increased transparency of all aid systems including budgetization or fully equivalent mechanisms; - the need to allow the Community's coal industry access to similar environmental and research and development aid as provided under the existing Community framework.

./. - 2 - Par l'intermédiaire de l'initiative RECHAR, les Fonds européens soutiendront tout une série d'actions, consistant notamment à : * faire renaître les régions abandonnées par l'industrie charbonnière et installer de nouveaux équipements pour aider l'industrie à s'établir et à se développer; * soutenir le développement de petites entreprises; * améliorer l'environnement et la qualité de la vie dans les collectivités minières; * aider à établir et à développer des initiatives locales et communautaires créatrices d'emploi; * fournir une formation de recyclage aux membres des collectivités minières.
A whole range of actions will be supported by European funds through RECHAR, including : * regenerating areas left derelict by coal-mining, and putting in new facilities to help industry set up and expand; * supporting the development of small businesses; * improving the environment and quality of life in the mining communities; * helping set up and develop local and community initiatives which create jobs; * providing training for new skills for members of the mining communities.
