1. fait observer que les mécanismes de l'Union européenne mis en œuvres pour parvenir au consensus et entreprendre des actions concertées font d'elle un modèle à suivre en vue d'instaurer un ordre international fondé sur des normes, et souligne par conséquent la nécessité, pour l'Union, de coopérer avec les pouvoirs dirigeants régionaux et de jouer un rôle actif dans le contexte de l'édification et de l'amélioration d'un environnement international qui la rende capable de promouvoir, tel que prévu par le traité, ses valeurs et ses intérêts; juge tout particulièrement essentiel que l'Union, dans les domaines qui relèvent de sa compétence exclusive ou partielle, eu égard à ses aspirations à être un acteur mondial efficace et à la nécessité pour elle de le devenir, tout comme de maintenir sa position, procède au renforcement de la coordination interne indispensable pour pouvoir s'exprimer d'une seule voix, soit capable d'orienter la coopération multilatérale et de mener une action collective en relevant les défis internationaux, à savoir ceux découlant de la responsabilité de protéger et de la nécessité de renforcer la sécurité des individus afin de pouvoir parvenir à la sécurité mondiale;

Notes that the EU's mechanisms for building consensus and taking concerted action make it a model for a rules-based international order and therefore stresses the need for the EU to cooperate with leading regional powers and actively participate in the building and improvement of an international environment that enables the EU to promote, as required by the Treaty, its values and interests; in particular in those fields where it has exclusive or shared competences, considers essential, with regard to the EU's aspiration and need to be an effective global actor and to safeguard its position, a strengthening of the internal coordination necessary to speak with one voice, the ability to shape multilateral cooperation and lead collective action in addressing international challenges, namely those arising from the responsibility to protect, and the need to enhance human security as a means of achieving global security;

Si la demande couvre plus d’un État membre, il est indispensable d’appliquer la procédure de coordination entre les organismes compétents concernés, comme prévu au point 3.2 (du guide sur l’enregistrement groupé dans l’Union européenne, l’enregistrement dans les pays tiers et l’enregistrement au niveau international conformément au règlement (CE) no 1221/2009).

Reminds on that the SAA requires the strengthening of economic policy coordination between the entity governments and the creation of, as an essential element of economic reform, a single economic space aimed at further internal integration as well as better land and labour markets; regrets in this regard that the fragmented internal labour legislation and social security systems remain the main obstacle for the free movement of persons within the country; states that economic prosperity, the prospect of jobs, especially for the young Bosnian and Herzegovinians is crucial for the further development of the country and can foster inter-ethnic reconciliation;
