Le volet II de l’IAP au Monténégro comprend quatre programmes transfrontaliers bilatéraux avec les pays voisins candidats et candidats potentiels que sont la Croatie, la Serbie, la Bosnie-et-Herzégovine et l’Albanie, ainsi que la participation au programme «Adriatique» de coopération transfrontalière au titre de l'IAP avec les États membres.
IPA component II in Montenegro consists in four bilateral cross–border programmes with its candidate and potential candidate neighbours Croatia, Serbia, Bosnia and Herzegovina and Albania, as well as the participation in the IPA CBC Adriatic programme with Member States.

L’IAP (règlement n° 1085/2006 du Conseil du 17 juillet 2006) remplace les anciens instruments de préadhésion (Phare, ISPA, SAPARD, l’instrument de préadhésion turc), ainsi que l’instrument financier CARDS pour les Balkans occidentaux.
IPA (Council Regulation No 1085/2006 of 17 July 2006) replaces the former pre–accession instruments Phare, ISPA, SAPARD, the Turkish pre-accession instrument, as well as the financial instrument for the Western Balkans, CARDS.

Correspondingly, it should aim at aligning and combining funding from relevant internal and external instruments such as structural and cohesion funds, the Neighbourhood Investment Facility (NIF) and the Instrument for Pre-Accession Assistance (IPA) (15), and from financing from the European Investment Bank, the European Bank for Reconstruction and Development and other financial institutions.

3. 3. The IPA monitoring committee may make proposals to the Commission, the national IPA coordinator and the national authorising officer for any actions to ensure the coherence and coordination between the programmes and operations implemented under the different components, as well as for any cross-component corrective measures needed to ensure the achievement of the global objectives of the assistance provided, and to enhance its overall efficiency.
