– having regard to the Report of the Office of the United Nations High Commissioner for Human Rights on the human rights situation in Iraq in the light of abuses committed by the so-called Islamic State in Iraq and the Levant and associated groups, of 27 March 2015, in particular paragraph 16 thereof on ‘Violations Perpetrated by ISIL – Attacks against religious and ethnic groups’,

8. soutient les efforts de l'Union visant à aider l'Iraq dans sa promotion de la démocratie, des droits de l'homme, de la bonne gouvernance et de l'état de droit, notamment en s'appuyant sur les expériences et les réussites de la mission EUJUST-LEX en Iraq, dont le mandat s'est malheureusement achevé le 31 décembre 2013, conjointement aux efforts de la MANUI et du représentant spécial du secrétaire général des Nations unies visant à aider le gouvernement iraquien à renforcer ses institutions et ses processus démocratiques, à promouvoir l'état de droit, à encourager le dialogue régional, à améliorer la fourniture des services de base et à assurer la protection des droits de l'homme; se déclare favorable au programme de renforcement des capacités lancé le 22 janvier 2014 – financé par l'Union européenne et mis en œuvre par le Bureau des Nations unies pour les services d'appui aux projets – dont le but est d'appuyer la Haute commission iraquienne des droits de l'homme dans l'exercice de son mandat de promotion et de protection des droits de l'homme en Iraq;

Supports the EU’s efforts to assist Iraq in promoting democracy, human rights, good governance and the rule of law, including by building on the experiences and achievements of the EUJUST LEX-Iraq mission, which – regrettably – completed its mandate on 31 December 2013, along with the efforts of UNAMI and of the Special Representative of the UN Secretary-General to assist the Government of Iraq in strengthening its democratic institutions and processes, promoting the rule of law, facilitating regional dialogue, improving the provision of basic services and ensuring the protection of human rights; welcomes the capacity-building programme launched on 22 January 2014 – funded by the EU and implemented by the UN Office for Project Services – to support the Iraqi High Commission for Human Rights in implementing its mandate to promote and protect human rights in Iraq;

5. Welcomes the clause in the partnership and cooperation agreement concerning cooperation between the EU and Iraq in relation to the accession of Iraq to the Rome Statute of the International Criminal Court (ICC); stresses the importance of the EU providing maximum support for Iraq’s ratification of and accession to the Rome Statute as soon as possible, and for the implementation of international human rights standards and instruments as a matter of priority; calls on the Member States and on Iraq to ratify the statute changes of the ICC, adopted on 11 June 2010; applauds the clause in the partnership and cooperation agreement on cooperation in the promotion and effective protection of human rights in Iraq, with the caveat that failure by Iraq to protect, enhance and respect human rights would negatively affect cooperation and economic development programmes; stresses the importance of maintaining strict conditionality on the basis of the principle of ‘more for more’ and the need to put greater emphasis on the importance of substantial progress in relation to human rights in Iraq; welcomes the pledge by the Iraqi Government to promote effective dialogue with civil society and promote its effective participation;

Despite disappointments in recent years vis-à-vis your foreign policy as it applies to the security council on Iraq, I still believe Canada can be instrumental in ending the UN punishment of innocent civilian Iraqis, disproportionate and incompatible with the charter, the Universal Declaration of Human Rights, and many other international provisions, by having Canada urge Washington, your friend, your ally, your significant trading partner, to change its policies, to think again for example, to have the United States forgo its sense of revenge, its need for revenge, its simplistic fear of the President of Iraq; to have the United States listen to its European, Arab and other allies, and in particular, Canada, who counsel non-violent solutions as opposed to military aggression, which unfortunately seems to be around the corner; to have the United States hear from Canada that it must end its neglect of international law begun during the Gulf War, during the Gulf War itself, and ever since, with a no-fly zone, bombing and other aggression; and to have the United States, Canada, and the United Nations reopen a dialogue with Iraq.
