Calls on the Russian Federation authorities and the de facto authorities in Crimea, which are bound by international humanitarian law and international human rights law, to grant unimpeded access to Crimea for international institutions and independent experts from the OSCE, the United Nations and the Council of Europe, as well as for any human rights NGOs or news media outlets that wish to visit, assess and report on the situation in Crimea; calls on the Council and the EEAS to put pressure on Russia in this regard; welcomes the decision of the Secretary General of the Council of Europe to send his Special Representative for Human Rights to Crimea, as this was the first visit following the Russian annexation and is expected to provide a fresh assessment of the situation on the ground; looks forward to his findings;

a.Conformément à l’approche globale de la question des migrations et de la mobilité (AGMM) et au futur programme européen en matière de migration, accorder une plus grande importance à la protection des droits de l’homme dans l’ensemble des dialogues en matière de migration et de mobilité et des cadres de coopération avec les pays tiers, y compris les partenariats pour la mobilité et les programmes communs pour les migrations et la mobilité, ainsi que dans les accords et programmes en lien avec la migration, y compris par l’analyse des incidences sur les droits de l’homme; veiller à introduire des éléments de formation aux droits de l’homme dans les projets de renforcement des capacités des services d’immigration et de contrôle aux frontières.
a.In line with the Global Approach to Migration and Mobility (GAMM) and the upcoming European Agenda on Migration, enhance HR safeguards in all migration and mobility dialogues and cooperation frameworks with third countries, including Mobility Partnerships and Common Agendas on Migration and Mobility, as well as in migration-related agreements and programmes, including through the analysis of human rights impacts; ensure the introduction of human rights training elements in capacity-building projects with immigration and border agencies.

6. rappelle qu'un des grands objectifs de la politique euroméditerranéenne consiste à promouvoir l'état de droit, la démocratie, le respect des droits de l'homme et le pluralisme politique et considère que le partenariat euroméditerranéen n'a pas atteint les résultats escomptés dans le domaine des droits de l'homme; demande par conséquent au Conseil et à la Commission d'inscrire clairement la promotion des droits de l'homme et de la démocratie dans les objectifs de la nouvelle initiative et de renforcer la mise en œuvre des mécanismes existants tels que la clause relative aux droits de l'homme des accords d'association et à mettre en place un mécanisme d'application de cette clause dans les accords de la nouvelle génération, les plans d'action bilatéraux PEV et les sous-commissions relatives aux droits de l'homme; demande en outre la mise sur pied d'une Cour euroméditerranéenne des droits de l'homme offrant aux citoyens des pays qui ont signé la déclaration de Barcelone la possibilité d'introduire une plainte en cas de violation des droits de l'homme;
6. Points out that one of the main goals of Euro-Mediterranean policy is to promote the rule of law, democracy, respect for human rights and political pluralism and considers, in this regard, that the Euro-Mediterranean partnership has not yet produced the expected results in the area of human rights; calls, therefore, on the Council and Commission to clearly enshrine the promotion of human rights and democracy in the objectives of this new initiative and to further strengthen the implementation of existing mechanisms, such as the human rights clause included in the association agreements (also involving the incorporation of a mechanism implementing this clause in the new generation of agreements), the ENP bilateral Action Plans and the new subcommittees on human rights; calls, furthermore, for the setting-up of a Euro-Mediterranean Court of Human Rights to give all the citizens of the countries which signed the Barcelona Declaration the possibility of lodging complaints concerning human rights violations;

Recalls that respect for the core values of the EU and protection and promotion of human rights and fundamental freedoms constitute common ground in the Union’s relations with third countries, and stresses that the EU is bound by the Charter also in this respect; in this regard, recalls that the promotion of democracy and of the rule of law goes hand in hand with the respect, protection and promotion of human rights and fundamental freedoms; underlines the fact that, within the new institutional structure of the EU, the European External Action Service (EEAS) can only offer an opportunity to enhance coherence and effectiveness in the sphere of external policy efforts to promote human rights and democracy if a human-rights-based approach to the service’s structure, resources and activities is endorsed; emphasises that the Union plays a leading role in the promotion of human rights in the world; in this regard, calls on the EU to ensure the effectiveness of the human rights clauses in the international agreements and to take into account the principles of the Charter when entering into agreements with third countries, as well as to maintain coherence between its internal and external human rights policy;

The Agreement is based on respect of democratic principles and fundamental human rights and its objectives in the above fields are to:

50. considère l'accord politique du 17 juin 2002 sur l'obtention d'un mandat de négociation en vue d'un accord commercial et de coopération avec l'Iran comme un signe important d'une volonté de réforme dans ce pays; réaffirme qu'un futur accord commercial et de coopération avec l'Iran devra impérativement contenir une clause substantielle relative aux droits de l'homme et accorde une grande importance aux accords séparés sur un dialogue politique portant notamment sur les droits de l'homme, la politique étrangère et de sécurité, les armes de destruction massive et la prolifération des armes nucléaires et sur la coopération dans la lutte contre le terrorisme ainsi qu'à l'inclusion de ces accords dans l'accord à conclure; demande au Conseil et à la Commission de veiller scrupuleusement à l'application de ces accords et d'en faire rapport régulièrement au PE;
50. Views the political agreement of 17 June 2002 on issuing a negotiating mandate for a trade and cooperation agreement with Iran as an important signal for the forces of reform in that country; reiterates that a future trade and cooperation agreement with Iran will need to contain a substantive human rights clause as an essential element and attaches great importance to the separate negotiations on a political dialogue on, inter alia, human rights issues, foreign and security policy, weapons of mass destruction and the proliferation of nuclear weapons and cooperation in combating terrorism and to the inclusion of such agreements in the overall agreement to be concluded; calls on the Council and the Commission to carefully monitor compliance with these agreements and to report to Parliament regularly on its findings;

43. considère l'accord politique du 17 juin 2002 sur l'obtention d'un mandat de négociation en vue d'un accord commercial et de coopération avec l'Iran comme un signe important d'une volonté de réforme dans ce pays; réaffirme qu'un futur accord commercial et de coopération avec l'Iran devra impérativement contenir une clause substantielle relative aux droits de l'homme et accorde une grande importance aux accords séparés sur un dialogue politique portant notamment sur les droits de l'homme, la politique étrangère et de sécurité, les armes de destruction massive et la prolifération des armes nucléaires et sur la coopération dans la lutte contre le terrorisme ainsi qu'à l'inclusion de ces accords dans l'accord à conclure; demande au Conseil et à la Commission de veiller scrupuleusement à l'application de ces accords et d'en faire rapport régulièrement au PE;
43. Views the political agreement of 17 June 2002 on issuing a negotiating mandate for a trade and cooperation agreement with Iran as an important signal for the forces of reform in that country; reiterates that a future trade and cooperation agreement with Iran will need to contain a substantive human rights clause as an essential element and attaches great importance to the separate negotiations on a political dialogue on inter alia human rights issues, foreign and security policy, weapons of mass destruction and the proliferation of nuclear weapons and cooperation in combating terrorism and to the inclusion of such agreements in the overall agreement to be concluded; calls on the Council and the Commission to carefully monitor compliance with these agreements and to report to Parliament regularly on its findings;
