IN-CONTEXT TRANSLATIONS

119. se félicite des engagements accrus de la part de l'Union et de la Tunisie, qui ressortent du plan d'action, et appelle les deux parties à l'adopter; prie instamment l'Assemblée nationale constituante de finaliser une constitution démocratique qui respecte les accords internationaux sur les droits de l'homme; demande l'organisation d'élections libres et régulières et regrette l'extension de l'état d'urgence; est d'avis que l'adoption d'une constitution résolument fondée sur les valeurs démocratiques et le respect des droits de l'homme, conformément aux souhaits des Tunisiens, un système judiciaire et des médias fonctionnels et indépendants, ainsi que la tenue de nouvelles élections, sont des éléments essentiels à la poursuite de la transition démocratique en Tunisie; est préoccupé par le nombre croissant de procès à l'encontre de journalistes en Tunisie; salue l'intégration dans le projet de constitution d'un article spécifique sur les droits de l'enfant conforme à la convention des Nations unies sur les droits de l'enfant, et recommande l'instauration d'un mécanisme indépendant afin de contrôler sa mise en œuvre;

Welcomes the strengthened commitments on the part of the Union and Tunisia as illustrated in the action plan, and calls on both parts to adopt that plan; urges the National Constituent Assembly to finalise a democratic constitution that respects international human rights agreements; calls for the organisation of free and fair elections, and regrets the extension of the state of emergency; takes the view that the adoption of a constitution firmly grounded in democratic values and respect for human rights, corresponding to the wishes of the Tunisian people, a functional and independent judiciary and media, and the holding of new elections are key elements for pursuing Tunisia’s political transition; is concerned about the increasing numbers of trials of journalists in Tunisia; welcomes the inclusion in the draft constitution of a specific article on children’s rights in line with the UN Convention on the Rights of the Child, and recommends the establishment of an independent mechanism to monitor its implementation;

9. relève avec inquiétude que la dépendance de l'Union à l'égard des importations de produits alimentaires pour animaux, et notamment de soja, a entraîné un besoin croissant de terres cultivables à l'étranger, ce qui a conduit à la déforestation, au déplacement de populations et à l'extension de la culture de soja génétiquement modifié au Amérique du Sud; demande par conséquent à la Commission de faire de la réduction de la dépendance à l'égard des importations d'aliments protéinés pour animaux une de ses grandes priorités, notamment par le développement et l'extension de la culture durable de protéagineux dans l'Union;
9. Notes with concern that EU dependence on imported animal feed, particularly soy, has contributed to the growing demand for land abroad, leading to deforestation, the displacement of communities and an expansion of genetically modified soy in South America; accordingly, calls on the Commission to make the reduction of dependency of imported protein feed, i.e. through development and expansion of sustainable protein crops in the EU, one of its main priority;

1. salue la déclaration de l'UNGASS du 2 juin 2006, en particulier ses références aux groupes vulnérables, l'accent mis sur les femmes, les filles et les jeunes gens, la féminisation croissante du SIDA, le rôle que l'inégalité des genres et la violence contre les femmes jouent dans la vulnérabilité croissante au VIH/SIDA et l'extension de la définition de l'accès universel à de larges programmes de prévention, au traitement, aux soins et au soutien;

Welcomes the declaration of the UNGASS Special Session of 2 June 2006, in particular its references to vulnerable groups, its focus on women, girls and young people, the growing feminisation of AIDS, the role that gender inequalities and violence against women play in increasing vulnerability to HIV/AIDS and the extension of the definition of universal access to comprehensive prevention programmes, treatment, care and support;

Dans ces conditions, vu le risque d’extension du conflit à tout le continent africain et l’importance sans cesse croissante du pétrole pour les économies des pays de l’Union européenne, le Conseil a-t-il pris connaissance des efforts entrepris par Washington en la matière et quelles initiatives compte-t-il prendre pour ramener progressivement la paix au Soudan et contribuer à mettre définitivement un terme à la guerre civile qui y règne ?
In the light of the above situation, of the risk of armed conflict spreading on the continent of Africa and the ever-growing importance of oil for the Member States’ economies, will the Council say whether it is aware of Washington's endeavours in this respect and what measures it will take to bring about peace in Sudan and a definitive end to the civil war?

5. rappelle que la démocratisation et l'efficacité des procédures de décision sont un élément clé du succès de l'élargissement; se félicite de l'importance accordée par la CIG à l'extension du vote à la majorité qualifiée au sein du Conseil mais note avec une inquiétude croissante la timidité politique des États membres dans ce domaine; rappelle qu'en matière législative, le vote à la majorité qualifiée est inséparable de la pleine extension de la codécision, y compris aux dossiers agricoles, de la concurrence et de la politique commerciale; rappelle enfin son exigence concernant le rôle qu'il doit jouer dans la conclusion d'accords internationaux;
5. Reiterates that the democratisation and effectiveness of decision-making procedures are essential to the success of enlargement; welcomes the importance accorded to the extension of the qualified-majority voting in the Council by the IGC, but also notes with growing concern the insufficient political commitment of Member States in this area; reiterates that in matters of legislation qualified-majority voting is indissociable from the full extension of codecision to embrace the issues of agriculture, competition and trade policies; recalls its demand concerning its own role in the conclusion of international agreements;
