Territorial cooperation will promote the balanced development of the territory.Based on the acknowledged experience of the INTERREG III Initiative, the Commission is proposing a new Objective for cross-border, transnational and interregional cooperation which will receive 4 % of the funding for the future regional policy.All the NUTS III regions on internal and external frontiers, whether on land or sea, will be able to cooperate with their neighbours, particularly on the key topics of the Lisbon and Göteborg agenda.The Commission wants to set up two new legal instruments for cooperation: the "cross-border regional collectivity" on internal frontiers and a "new neighbourhood instrument" on the Union's external frontiers.

Considers it crucially important to facilitate regional development and cross-border cooperation as a means of promoting socio-economic development and the integration of the whole Northern Dimension area; considers that coordination and synergy between the EU financing instruments (i.e. TACIS, PHARE, INTERREG) should be strengthened and that the experience of actors at substate level such as the Baltic Sea States Sub-regional Co-operation, the Union of the Baltic Cities and the Barents Euro-Arctic Regional Council should be used to ensure improved cooperation among bordering regions and especially across the border with Russia;

Les objectifs de ces séminaires sont les suivants: _ Informer les autorités régionales et locales sur les activités menées au niveau communautaire dans le domaine de l aménagement du territoire : programme Europe 2000, communications de la Commission, possibilités offertes par l Initiative INTERREG et projets pilotes du Fonds européen de développement régional. _ Faciliter et favoriser la participation de ces instances régionales à la coopération qui s engage dans le domaine de l aménagement du territoire grâce aux instruments ci-dessus. _ Pour les pays candidats d'Europe centrale et orientale, faciliter leur compréhension et les engager dès maintenant dans un processus de coopération. _ Donner aux principaux acteurs régionaux et locaux de la politique d aménagement du territoire l opportunité de faire connaître aux représentants des Institutions européennes leur point de vue et leur expérience concrète de terrain.
The aims of these seminars are: - to inform regional and local authorities about activities at Community level in the field of regional development planning: the Europe 2000 programme, several Commission communications, opportunities offered by the INTERREG Community Initiative and pilot projects funded by the European Regional Development Fund; - to facilitate and encourage participation by the regional and local authorities in the broad cooperation which is starting up in the field of regional development planning in connection with the instruments mentioned above; - in the case of prospective new member countries in central and eastern Europe, to facilitate their understanding of the issues and include them in the emerging cooperation process; - give the main regional and local actors involved in regional planning and policy-making an opportunity to make their views known to representatives of the European institutions and pass on their concrete experience on the ground.
