La proposition vise à transférer à l'exercice 2015 la quasi-totalité des crédits non utilisés de l'exercice 2014 pour la rubrique 1b, Cohésion économique, sociale et territoriale, à l'exception des contributions du FEDER aux programmes transfrontaliers relevant de l'instrument d'aide de préadhésion (IAP) et de l'instrument européen de voisinage (IEV) qui sont transférées à l'exercice 2017.
The proposal aims to transfer almost all of the 2014 unused appropriations for heading 1b Economic, Social and Territorial Cohesion to 2015, with the exception of the contributions from the ERDF to the cross-border programmes under the Instrument for Pre-Accession Assistance (IPA) and the European Neighbourhood Instrument (ENI) which are transferred to 2017.

The part of the Union budget allocated to the European Structural and Investment Funds shall be implemented within the framework of shared management between the Member States and the Commission, in accordance with Article 59 (b) of the Financial Regulation, with the exception of the amount of the CF transferred to the Connecting Europe Facility referred to in Article 84(4), innovative actions at the initiative of the Commission under Article 8 (ex-9) of the ERDF Regulation, technical assistance at the initiative of the Commission and the support managed under Titles VI and VIII of the EMFF Regulation .

Draws attention, in this regard, to the fact that the lack of any progress as regards the resolution of the unsolved conflicts in the South Caucasus has hindered the development of all kinds of cooperation in the region, except for the Regional Environment Centre (REC), and consequently weakened the ENP; takes the view that it is of the utmost importance to identify areas of cooperation in which to involve the three countries with regard, in particular, to the dialogue between civil societies, youth organisations and independent media organs as well as economic interaction and calls on the EEAS to make every effort also to engage the Russian Federation and Turkey in this initiative;
