Reiterates the importance of inclusive regional cooperation in the Western Balkans and welcomes Serbia's active participation in regional initiatives and bilateral meetings that promote good neighbourly relations, and its increasingly active role in fostering reconciliation in the region; welcomes the official visit by President Tadić to Bosnia and Herzegovina and his support for the territorial integrity and sovereignty of the country; calls on the Serbian Government to ensure that its direct relations with the authorities of the Republika Srpska are in line with this stated support and do not undermine the integrity, sovereignty, competences and effective functioning of the institutions of the state of Bosnia and Herzegovina; furthermore, urges the Serbian authorities to support reforms in BiH aimed at strengthening and streamlining the country's institutions with a view to EU-related reforms; calls on both governments to hold a special joint session in order to achieve better coordination in EU-related reforms; welcomes the initiatives and achievements with regard to improving political relations between Croatia and Serbia launched and brought about by Presidents Josipović and Tadić; reiterates that such positive bilateral relations are a good basis for resolving pending border issues and underlines that the lawsuits on genocide launched by the two countries against each other should not impede further progress in this regard; encourages the Serbian authorities to work closely with the countries of the former Yugoslavia and other neighbouring countries on the resolution of all outstanding problems of legal succession; encourages transborder cooperation with the neighbouring EU Member States Bulgaria, Hungary and Romania, including within the framework of the EU Strategy for the Danube Region;

9. prend note de la déclaration faite par le procureur du Tribunal pénal international pour l'ex-Yougoslavie devant le Conseil de sécurité des Nations unies le 12 décembre 2008, dans laquelle celui-ci indique que la Croatie a répondu à la plupart des demandes d'assistance émanant du bureau du Procureur, tout en soulignant que certains documents militaires de première importance relatifs à l'affaire Gotovina demeurent introuvables; invite instamment le gouvernement croate à redoubler d'efforts afin de mettre immédiatement ces documents importants à la disposition du Tribunal;
9. Takes note of the statement made by the Prosecutor of the International Criminal Tribunal for the former Yugoslavia before the United Nations Security Council on 12 December 2008, in which he indicates that Croatia has responded to most requests for assistance made by the Office of the Prosecutor, whilst pointing out that certain key military documents relating to the Gotovina case remain unaccounted for; urges the Government of Croatia to step up its efforts to make these key documents available immediately to the Tribunal;

Une coopération pleine et entière avec le Tribunal pénal international pour l'ex-Yougoslavie (TPIY) demeure une condition préalable à l'adhésion à l'Union européenne pour les pays concernés.
Full cooperation with the International Criminal Tribunal for former Yugoslavia (ICTY) remains a condition on the way towards the EU for the countries concerned.

8. Welcomes the fact that the Bosnian governments and police forces have, in general, cooperated with the International Criminal Tribunal for the former Yugoslavia (ICTY), inter alia by affording access to military archives; condemns, however, the failure to arrest all the war criminals still at large on the country's territory and the fact that documents potentially of use to the investigations have in many cases disappeared;

Nous avons toujours l'objectif - et j'y adhère - d'une nouvelle Yougoslavie, d'une Yougoslavie avec des États autonomes, le Kosovo et le Monténégro, mais nous ne devons pas connaître une nouvelle dislocation, un nouveau différend, un nouveau conflit, une nouvelle violence, ce n'est pas notre but. Au contraire, une nouvelle Yougoslavie doit voir le jour, une Yougoslavie démocratique, où les peuples demeurent volontairement, non pas sous la contrainte, non pas par la brutalité, mais parce qu'ils sont convaincus de la possibilité de voir naître une fédération avec un avenir démocratique, un avenir démocratique avec d'autres dirigeants, sans Milosevic, lequel pourrait alors - dans un délai encore indéterminé - être traduit devant la Cour de justice de La Haye, car nous voulons la justice, mais la justice avec la paix.
Our objective is still – and I admit it – for there to be a new Yugoslavia, a Yugoslavia with an independent state of Kosovo and an independent state of Montenegro; it is not for there to be new divisions, renewed conflict, renewed clashes or renewed force, that is not our objective; on the contrary, a new Yugoslavia needs to emerge, a democratic Yugoslavia, where people stay willingly, not under duress, not under brutality, but because they are convinced that a federation can emerge which has a democratic future, a democratic future under different leaders and from which Milosevic can be removed – if possible – by bringing him before the court in the Hague, because we want justice, but we want justice with peace.

Il faut également signaler qu'à Valcartier, le taux de suicides parmi les Casques bleus de retour de l'ex-Yougoslavie demeure trois fois plus élevé que dans la population en général.
It should also be noted that the suicide rate at Valcartier among peacekeeping forces sent to the former Yugoslavia is still three times higher than in the population at large.
