H. considérant que, si les institutions de l'Union européenne ignorent encore le contenu des modalités d'application, il ressort clairement des protocoles d'accord que certaines des nouvelles conditions à respecter en matière de sécurité relèvent de la compétence de la Communauté (telles celles concernant la délivrance de visas ou les futures obligations complémentaires de l'ESTA (European Security Transport Association)), que d'autres relèvent de la compétence de l'Union européenne (passeports volés, données PNR, données Schengen en matière de criminalité), et que le reste d'entre elles relèvent de la compétence exclusive de chaque État membre (casier judiciaire des ressortissants ou présence de policiers de l'air sur les vols transatlantiques),
H. whereas, even if the content of these so-called 'implementing rules' is still unknown to the EU institutions, it is clear from the MoUs that some of the new 'security enhancements' fall under the Community's competence (such as that concerning visa delivery or the European Security Transport Association (ESTA) complementary future obligations), some under the EU's competence (such as on stolen passports, PNR data or Schengen crime-related data), and the remaining enhancements fall within the exclusive competence of each Member State (such as those linked to the criminal records of its own nationals or those providing for the presence of air marshals on transatlantic flights),

L'implication des acteurs de la recherche s'effectuera d'une double façon : tout d'abord, par la création d'un Forum européen de la recherche regroupant les anciennes instances de l'Industrial Research and Development Advisory Committee (IRDAC) et de l'European Science and Technology Assembly (ESTA); ensuite, par la mise en place de 17 groupes consultatifs, attachés à une ou plusieurs actions-clés.
The involvement of key players will be ensured by two means : on the one hand, by the creation of a European Research Forum which will replace the two former consultative bodies, IRDAC (Industrial Research and Development Advisory Committee) and ESTA (European Science and Technology Assembly); on the other, by the setting up of 17 advisory groups, attached to one or several key-actions.
