The Commission proposes to promote organic farming within a legislative framework that will : . ensure fair comptetition between producers of organically labelled products, . give more information to consumers and lead to greater credibility of these products in the eyes of consumers, . prevent barriers to Community trade in these products. PART TWO : Developing a Community approach to the problems of rural society Three basic strategies for tackling the "standard problems" described above are set out in the Communication: * the pressure of modern development: measures should be taken to strengthen the protection of the rural environment; this is primarily a matter for national and/or regional authorities, but also one where the Community may make its contribution: - in the form of studies and recommendations; - by setting Community limits on environmental loads; - by encouraging farming and forestry practices that are favourable to the countryside and to the environment; * rural decline: the following measures should be taken to restore life to and bring about the integration of the socio-economic fabric: - action to stimulate and diversify the supply of services to firms; - social and economic "outreach activities"; - better regrouping of economic activities; - the creation of new infrastructure and the introduction of back-up and measures in the fields of education and vocational training.
