La Commission appelle les États membres et les organismes régionaux à adopter des stratégies pour améliorer l'environnement urbain, afin d'aider les collectivités locales dans l'élaboration de leurs propres plans.
The Commission calls on Member States and regional bodies to adopt strategies for improving the urban environment to provide support to local authorities when they prepare their own plans.

In order to provide support and better integration, all Member States will be encouraged to adopt national and regional urban environment strategies, linking to national sustainable development plans, and to nominate national and/or regional Focal Points for the Urban Environment to promote best practice and support towns and cities in delivering a sustainable and healthy urban environment.

In its thematic strategy on the urban environment, the Commission is exploring how best to help Member States and local authorities devise and implement sustainable urban transport plans which combine public transport improvements with transport demand management in order to ensure a fair contribution of transport activities to the achievement of air quality, noise and climate change objectives.

RAPPELLE que, aux termes de la décision n° 1600/2002/CE établissant le sixième programme d'action communautaire pour l'environnement, et en particulier son considérant 27 et son article 2, paragraphe 2, ainsi que son article 4 et son article 7, paragraphe 2, point h), des efforts concertés sont nécessaires pour améliorer l'environnement et le rendre plus salubre et pour contribuer à atteindre un niveau élevé de qualité de la vie et de bien-être social pour les citoyens en encourageant un développement urbain durable; cette décision fait en outre d'une stratégie thématique pour l'environnement urbain une action prioritaire; ACCUEILLE FAVORABLEMENT la communication de la Commission intitulée "Vers une stratégie thématique pour l'environnement urbain"; SOUSCRIT à son analyse des problèmes et de la situation en matière d'environnement dans les zones urbaines d'Europe, qui servira de base pour la future stratégie thématique; APPROUVE ÉGALEMENT les quatre thèmes prioritaires - gestion, transports, construction et urbanisme - qui ont tous un lien évident avec les questions économiques et sociales et sont importants pour le développement durable des zones urbaines; SOULIGNE la nécessité de traiter aussi les questions environnementales stratégiques afin de réduire l'incidence des villes sur l'environnement au sens large; ESTIME que les actions prévues dans la stratégie thématique pour l'environnement urbain devraient notamment contribuer à réduire la pollution de l'air et les nuisances sonores; et SOULIGNE qu'il importe de continuer à mettre l'accent, au niveau communautaire, sur les mesures concernant les sources, en particulier pour les transports; CONVIENT que la poursuite de la mise en œuvre des actions et mesures proposées dans le cadre de la stratégie thématique pour l'environnement urbain devrait tenir compte:
RECALLS that Decision No 1600/2002/EC laying down the Sixth Community Environment Action Programme, particularly its recital 27 and Articles 2(2), 4 and 7(2)(h), refers to the need for concerted efforts to ensure a better and healthier environment and to contribute to a high level of quality of life and social well being for citizens by encouraging sustainable urban development and establishes a thematic strategy on the urban environment as a priority action; WELCOMES the Commission Communication "Towards a thematic strategy on the urban environment"; SUPPORTS its analysis of environmental problems and conditions in urban areas in Europe as a basis for the forthcoming thematic strategy; ALSO SUPPORTS the four priority themes - management, transport, construction and urban design - all of which have clear links to economic and social issues and are relevant for the sustainable development of urban areas; STRESSES the need to address also strategic environmental issues to reduce cities' impact on the wider environment; CONSIDERS that actions under the thematic strategy on the urban environment should, among other things, contribute to the reduction of air and noise pollution; and UNDERLINES the importance of a continued focus at Community level on source-related measures, in particular for transport; AGREES that further development of the suggested actions and measures for the thematic strategy on the urban environment should have regard to:

à revoir la justification des obligations suggérées pour un plan de gestion environnementale, un système de gestion environnementale et un plan de transports urbains durable, à la lumière du principe de subsidiarité et de la législation et des procédures en vigueur tant au niveau communautaire qu'au niveau national; à se pencher plus avant sur la proposition visant à appliquer ces éventuelles obligations aux capitales et aux villes de plus de 100 000 habitants, compte tenu notamment de la nécessité d'adopter une approche axée sur les conurbations et afin de surmonter, le cas échéant, les obstacles administratifs; à examiner la "méthode ouverte de coordination" afin de déterminer si elle peut s'appliquer à la mise en œuvre de la stratégie thématique pour l'environnement urbain".
to review the justification for the suggested obligations for an environmental management plan, an environmental management system and a sustainable urban transport plan, in the light of the principle of subsidiarity and current legislation and procedures at both Community and national levels, further to consider the proposed application of those possible obligations to capital cities and cities with over 100 000 inhabitants, with a view inter alia to the need for a conurbational approach and to overcome the administrative obstacles where appropriate, to examine the "open method of coordination" in order to assess its feasibility for implementation of the thematic strategy on the urban environment".

- 2 - 2. - Encourage innovative approaches to the use of public transport and the environmental management of urban traffic by contributing to the cost of pilot projects and monitoring their effects. Research programmes should attach high priority to environmental considerations and should include innovative public transport, environmentally friendly vehicles and advanced traffic management systems. This should not lead to the encouragement of the greater use of urban areas for motor traffic. 3. - Encourage the Community-wide exchange of information in urban traffic management to maximize the benefits of a wide range of experience. 4. - Consider in detail, possibly by financing pilot projects, the potential for using economic instruments such as road pricing to help solve the environmental problems generated by urban traffic.
